295 COUNCIL CHAMBER - March 20, 1989 Council met in regular Session on this date with the following memberS present: Mr. Buck', Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. PUBLIC Mr. Robert Stroh of Davis Avenue requested that the Council support exPanded weeknight and Sunday hours for the downtown and branch libraries, Mr. Lane Witherall, Chairman of the Governor's Tourism Committee, previewed the advertising Campaign for tourism in Virginia. Mr. Towe commented on the significant amount of money that tourists bring into the City. Mr. Mike McMahan, Director of the Joint Security · Complex, stated that the low bid received for the expansion of the Joint Security Complex was ~103,000 more than the funds available. Mro McMahan stated that $51,800 from the City is needed to complete the expansion, half of which will be reimbursed by.the State at the completion of the project. Mr. Hendrix stated that staff has looked into the bids and the project costs for the Complex appear warranted and recommended that Council have a first reading of an ~' appropriation of $51,800 which will alloW the acceptance of the low bid inca timely~ fashion. .... ~ On motion by Mr.~Vandever, seconded~by Rev. Edwards, the $51,800 appropriation for expansion of the Joint Security Complex was offered and carried over to the next. meeting for consideration. Ms. Jean Martin, representing the University of Virginia Student Council and Sharing Charlottesville, a week long series of events designed to promote interaction between the community and~University students, requested that Council adopt a joint resolution designating April~l - 8 as Sharing Charlottesville week. ~ ©n motion by Mr. Vandever, seconded by Rev. Edwards, the resolution designating April 1 - 8 as Sharing Charlottesville weekwas unanimously approved by Council. '~ ~ Ms. Sar.a Watson, a retail merchant on the downtown mall, statedthat~she has been working~to~encOurage, the planning Commission to rewrite the City,.s sign ordinance andthat additional retail merchants will be encouraging further changes. . PUBLIC HEARING: -CITY MANAGER'S PROPOSED FY~89-90 BUDGET; PROPOSED TAX LEVY; FY 89-90 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS Mr. Hendrix reviewed the proposed FY 89~90 budget which contains $45.8~mitlion in operating funds,i~no new.taxes, a ~0.05 reduction in'the personal~'propertytax~rate,' a 3~,5% salary increase for general employees, the maintenance of existing City services, limited new programs, and an increase of $1~14 ~mitlion for the~City~'~SchOols.. M~. Bendrixlstated that $561,000 is anticipated to.be received in Community Development Block Grant f~nds, $444,000 to go toward physical development pro~ects and $65,588 for social programs. ~r. ~endr±x stated that the~CDBG ~ask~Borce has recommended that the Bifev±lle neighborhood be targeted to receive $203,682 of the CDBG funds-in:~the next year, The public hearing was opened.
