295 <br /> <br /> COUNCIL CHAMBER - March 20, 1989 <br /> <br /> Council met in regular Session on this date with the <br />following memberS present: Mr. Buck', Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />PUBLIC <br /> <br /> Mr. Robert Stroh of Davis Avenue requested that the <br /> Council support exPanded weeknight and Sunday hours for the <br /> downtown and branch libraries, <br /> <br /> Mr. Lane Witherall, Chairman of the Governor's Tourism <br /> Committee, previewed the advertising Campaign for tourism in <br /> Virginia. <br /> <br /> Mr. Towe commented on the significant amount of money <br /> that tourists bring into the City. <br /> <br /> Mr. Mike McMahan, Director of the Joint Security · <br /> Complex, stated that the low bid received for the expansion <br /> of the Joint Security Complex was ~103,000 more than the <br /> funds available. Mro McMahan stated that $51,800 from the <br /> City is needed to complete the expansion, half of which will <br /> be reimbursed by.the State at the completion of the project. <br /> <br /> Mr. Hendrix stated that staff has looked into the bids <br />and the project costs for the Complex appear warranted and <br />recommended that Council have a first reading of an ~' <br />appropriation of $51,800 which will alloW the acceptance of <br />the low bid inca timely~ fashion. .... ~ <br /> <br /> On motion by Mr.~Vandever, seconded~by Rev. Edwards, the <br />$51,800 appropriation for expansion of the Joint Security <br />Complex was offered and carried over to the next. meeting for <br />consideration. <br /> <br /> Ms. Jean Martin, representing the University of Virginia <br />Student Council and Sharing Charlottesville, a week long <br />series of events designed to promote interaction between the <br />community and~University students, requested that Council <br />adopt a joint resolution designating April~l - 8 as Sharing <br />Charlottesville week. ~ <br /> <br /> ©n motion by Mr. Vandever, seconded by Rev. Edwards, the <br /> resolution designating April 1 - 8 as Sharing Charlottesville <br /> weekwas unanimously approved by Council. '~ ~ <br /> <br /> Ms. Sar.a Watson, a retail merchant on the downtown mall, <br /> statedthat~she has been working~to~encOurage, the planning <br /> Commission to rewrite the City,.s sign ordinance andthat <br /> additional retail merchants will be encouraging further <br /> changes. . <br /> <br />PUBLIC HEARING: -CITY MANAGER'S PROPOSED FY~89-90 BUDGET; PROPOSED <br />TAX LEVY; FY 89-90 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br /> <br /> Mr. Hendrix reviewed the proposed FY 89~90 budget which <br />contains $45.8~mitlion in operating funds,i~no new.taxes, a <br />~0.05 reduction in'the personal~'propertytax~rate,' a 3~,5% <br />salary increase for general employees, the maintenance of <br />existing City services, limited new programs, and an increase <br />of $1~14 ~mitlion for the~City~'~SchOols.. <br /> <br /> M~. Bendrixlstated that $561,000 is anticipated to.be <br />received in Community Development Block Grant f~nds, $444,000 <br />to go toward physical development pro~ects and $65,588 for <br />social programs. ~r. ~endr±x stated that the~CDBG ~ask~Borce <br />has recommended that the Bifev±lle neighborhood be targeted <br />to receive $203,682 of the CDBG funds-in:~the next year, <br /> <br /> The public hearing was opened. <br /> <br /> <br />
