Abstaining: Mr. Barnes. <br /> <br /> The sale of lot 96, as amended and included in the <br />ordinance entitled "AN ORDINANCE TO AUTHORIZE THE SALE OF TWO <br />PARCELS OF CITY PROPERTY, IDENTIFIED ON CITY REAL ESTATE TAX <br />MAP 36 AS PARCELS 82 AND 96, TO DR. MARTIN ALBERT FOR <br />$15,000.00, AND TO AUTHORIZE THE MAYOR'S SIGNATURE ON THE <br />DEED OF CONVEYANCE,, which was offered at the S~ptember 21st <br />meeting, was approved by the following vote. Ayes: Mr. <br />Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: None. <br />Abstaining: Mr. Barnes. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr.. Hendrix stated that he had received a request for <br />Council to consent to the transfer of the cable'franchise <br />from Multi-Channel TV to Adelphi Corporation. Mr. Hendrix <br />stated that the purchasers have requested that the matter be <br />delayed until the October 5th meeting so that they could <br />attend the meeting. Mr. Hendrix stated that he wanted it in <br />the record that the matter had been before Council within the <br />60-day limit and was deferred at the request of the <br />purchaser. <br /> <br /> Mr. Chapman stated that the user-side subsidy program, <br />referred to as the Transportation Independence Program, was <br />about to be implemented and that users of the program must be <br />certified as eligible by a physician. <br /> <br /> Mr. Towe raised concern about parking to meet the needs <br />of the University replacement hOSpital, especially with the <br />addition of the two floors. <br /> <br /> Mr. Hendrix stated that he serves on the Hospital's <br />Advisory Board and that there will actually be fewer hospital <br />rooms in the replacement hospital, though the renovation of <br />the old hospital for research will result in the need for <br />additional parking. Mr. Hendrix stated that the impact is <br />not known at this time, but the matter will be discussed with <br />the University. <br /> <br /> Mr. Towe stated that he had received complaints about <br />persons loitering and drinking in the Belmont Market area and <br />requested that staff look into the matter. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, Council <br /> UnanimOusly voted to meet in executive session to discuss <br /> personnel and legal matters as exempted by Section 2.1-344(a) <br /> (1) and (6) of the Virginia Freedom of Information. <br />~eting was adjourned. <br /> =~id~nt C~k <br /> <br /> <br />
