Absent: Dr. Hall. <br /> <br />WORK SESSION: FIVE-YEAR CAPITAL IMPROVEMENTS PROGRAM <br /> <br /> Mr. Hendrix stated that staff had developed a <br />Five-Year Capital Improvements Program which was proposed <br />to be paid for through a combination of loans, bonds and <br />annual revenues. <br /> <br /> Mr. Satyendra Huja, Director of Community <br />Development, described the history, description of the <br />process and criteria used for the Program. <br /> <br /> It was noted that in the past capital improvements <br />had been done on an as-needed and pay-as-you-go basis; <br />with a percentage of the budget having been set aside and <br />the County revenue sharing funds being used for capital <br />improvements in the last few years. The following were <br />listed as highlights of the program: 1) school <br />improvement projects, 2) major renovation of two <br />elementary schools, 3) City's share of Joint Security <br />Complex expansion, 4) new City/County Park, 5) renovation <br />of McIntire Park, 6) major repairs to downtown mall, 7) <br />an additional 9 holes at Pen Park golf course, 8) other <br />park and recreation building renovations, 9) Riverview <br />Park development, 10) CDBG program for neighborhood <br />improvements, 11) continuation of sidewalk construction <br />and stret reconstruction, 12) funding up to 300 public <br />parking spaces, 13) continued improvements to Ivy <br />landfill, 14) City-wide drainage improvements, 15) new <br />program for neighborhood drainage improvements, 16) <br />acquisition of a replacement home for Community Attention <br />and improvements to existing home, 17) City building <br />improvements and renovation, and 18) new City and school <br />administration building. <br /> <br /> Mr. O'Connell stated that the Program included 37 <br />projects at a cost of approximately $26 million <br /> <br /> <br />
