COUNCIL CHAMBER - September 2, 1986 <br /> <br /> Council met in regular session on this date with the <br />following members presnt: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mr. Towe, the <br />minutes of August 18th were approved as presented, with <br />Dr. Hall abstaining. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the minutes of August 21st were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br /> Mr. Mitchell Van Yahres, State Delegate, stated that <br />he was present at the Mayor's request to report on the <br />recommendations of the Governor,s Commission on <br />Transportation in the 21st Century. Mr. Van Yahres stated <br />that projects for the next ten years were proposed, at a <br />cost of approximately ~10.2 billion, with $6.3 billion <br />coming from the State. Mr. Van Yahres stated that it was <br />proposed that the sales tax be increased by 3/4%. Mr. Van <br />Yahres stated that historically sales tax revenues had <br />been used to fund education and there was some opposition <br />to using the funds for highway construction. Mr. Van <br />Yahres stated that there had also been a strong move to <br />remove or reduce the sales tax on food, but because the <br />revenues amounted to approximately 25%~of the total for <br />the State, he did not feel the tax would be removed. Mr. <br />Van Yahres stated that there was some support for taxing <br />services which are presently not taxed. Mr. Van Yahres <br />stated that he was holding a public hearing with Senator <br />Thomas Michie on Wednesday, September 10th to discuss the <br />Commission,s recommendations and proposed funding methods. <br /> <br /> Mrs. Gleason questioned whether there was the general <br />feeling on the State-level to support the highway projects <br />and funding. <br /> <br /> Mr. Van Yahres replied that he felt there was support <br />for the projects but there would be differences of opinion <br />regarding funding methods. Mr. Van Yahres stated that <br />there had been opposition to increasing the gasoline tax <br />because it would put Virginia out of competition with <br />bordering states. <br /> <br /> Mr. Towe questioned whether a bill was being <br />introduced which would allow lotteries to fund the <br />projects. <br /> <br /> Mr. Van Yahres stated that a lottery bill would <br />probably be introduced, but noted that the revenues <br />generated would not be enough. Mr. Van Yahres also stated <br />that it had been suggested that income taxes be <br />raisedt but it would also put the state in a bad <br />competitive position for attracting corporations. <br /> <br /> Mr. Buck noted that the Virginia Municipal League had <br />requested that cities take' a position on the proposed <br />highway projects and funding. <br /> <br /> Mr. Barnes recommended that the issue be taken up at <br />the September 15th meeting. <br /> <br />PUBLIC HEARING: ACQUISITION OF LAND FOR SCHOOL BUS PARKING <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that 29 sites in the City and Albemarle County had been <br />looked at for use as a permanent site for school bus <br /> <br />29 <br /> <br /> <br />
