Mr. Charles Barbour, a member of the Planning <br />Commission, stated that he felt the Mediation Center <br />provided a service for people who are unable to go to <br />court. <br /> <br /> Mr. Buck stated that he felt the service was <br />worthwhile, but not an essential service. <br /> <br /> Mr. Barnes stated that it was his preference to <br />withold funding in order for the Center ro pursue private <br />funding, but that he would vote in favor of the <br />appropriation, with the understanding that he would not <br />favor future funding. <br /> <br /> Dr. Hall made a motion to approve the concept of <br />funding the Mediation Center as outlined in the CDBG <br />appropriation. Mrs. Gleason seconded the motion and it <br />was approved by the following vote. Ayes: Mr. Barnes, <br />Mr. Buck, Mrs. Gleason, Dr. Hall. Noes: Mr. Towe. <br /> <br /> The 96,000 appropriation of additional Community <br />Development Block Grant funds was moved bY Mr. Barnes, <br />seconded by Mrs. Gleason and carried over to the next <br />meeting for consideration. <br /> <br />APPROPRIATION: $500 - FIRST NIGHT VIRGINIA <br /> <br /> Mr. Buck stated that First Night Virginia had again <br />requested an appropriation of $500 from the City to cover <br />the cost of buses used during First Night. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />$500 appropriation to First Night Virginia was approved by <br />the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $500.00 is <br />hereby authorized to be spent from the Community Arts Fund <br />(01-51200-5405) as a donation to First Night Virginia <br />1986. <br /> <br />APPROPRIATION: $50 - DONATION TO FIRE DEPARTMENT <br /> <br /> On motion by Dr. Hall, seconded by Mr. Towe, the $50 <br />donation to the Fire Department was approved by the <br />following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $50.00, <br />received as a donation to the City Fire Department, is <br />hereby received as revenue in the General Fund and <br />appropriated to expenditure account 01-22012-5299 to be <br />expended as directed by the Fire Chief for the benefit of <br />Fire Department Personnel. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT TO USE PROPERTY AT 230 <br />SHAMROCK ROAD AS A FAMILY DAY CARE HOME <br /> <br /> Mr. Satyendra Huja, Director of Community <br />Development, listed the following reasons for the Planning <br />Commission's recommendation to'approve the special permit: <br />1) It is in harmony with the Comprehensive Plan, 2) It <br />will not have a significant adverse impact on the <br />surrounding neighborhood, and 3) The facilities and site <br />~are sufficient to accommodate the proposal use. This <br /> approval was conditional upon the following: 1) The <br /> maximum number of children shall not exceed nine, 2) <br /> Parking and access areas be left as presented, 3) <br /> Completion of the fenced enclosure of the rear play areas, <br /> and 4) The drop-off area be physically separated for the <br /> day care from the unloading operations of the dry <br /> <br /> <br />
