both Virginia Beach and Ocean City, Maryland who operated <br />skateboard facilities. Mr. Hendrix stated that the <br />facilities must be supervised at all times, and that the <br />maintenance cost were high, and the liability insurance, <br />while unknown at the present time, were expected to be <br />expensive, especially given the fact that the usage was <br />unknown. Mr. Hendrix stated that he felt participation by <br />the YMCA and Albemarle County was doubtful. <br /> <br /> Mr. Buck recommended that the issue be considered as <br />part of the budget for fiscal year 1987-88 in conjunction <br />with other requests. <br /> <br /> Mrs. Gleason stated that she felt that additional <br />information concerning using the facility for competition, <br />potential location, parking, etc. be provided. <br /> <br /> Mr. Dwayne Brown stated that skateboard competitions <br />were generally sponsored by manufacturers and retailers of <br />skateboards and that the cost of purchasing a skateboard, <br />pads and helmet did tend to limit the number of persons <br />who participated in the sport. Mr. Brown stated that <br />there is a conflict about the legality of skating on <br />sidewalks, and requested that the question be clarified. <br /> <br /> Mr. Buck recommended that the City Attorney and <br />Commonwealth's Attorney discuss the legality of <br />skateboarding on sidewalks with the Police Department. <br /> <br /> It was agreed that the further information would be <br />provided and that the issue would be discussed during the <br />budget process. <br /> <br />APPROPRIATION: $96,000 - ADDITIONAL CDBG FUNDS (2nd reading) <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the appropriation was unanimously amended to show that <br />$17,000 would be used for construction of tennis courts <br />at Tonsler Park, not for lighting tennis courts. <br /> <br /> The $96,000 appropriation of additional CDBG funds <br />which was offered at the September 2nd meeting, was <br />approved, as amended, by the following vote. Ayes: Mr. <br />Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: <br />None. <br /> <br /> WHEREAS, the City of Charlottesville has been advised <br />of the approval by the u. S. Department of Housing and <br />Urban Development of additional funds for a Community <br />Development Block Grant for the 1986-87 fiscal year in the <br />amount of $96,000; and <br /> <br /> WHEREAS, the City Council has received <br />recommendations for the expenditure of funds from the <br />Community Development Block Grant (CDBG) Task Force, the <br />City Planning Commission and the Social Development <br />Commission; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sums hereinafter set <br />forth are hereby appropriated from funds received from the <br />aforesaid grant to the following individual expenditure <br />accounts in the Community Development Block Grant Fund for <br />the respective purposes set forth; provided, however, that <br />the City Manager is hereby authorized to transfer funds <br />between and among such individual accounts as <br />circumstances may require, to the extent permitted by <br />applicable Federal grant regulations. <br /> <br />Account Revised <br /> Code Purpose Amount Approp. <br /> <br />24-31510 Engineering Study & Easement <br /> <br /> <br />
