the sales tax to support highway funding, 3/4 of the <br />increase would go to the State and 1/4 would go to cities. <br /> <br /> Mr. Towe questioned whether Council should make a <br />decision on the matter without giving the public an <br />opportunity to speak. <br /> <br /> Mrs. Gleason stated that while she agreed that there <br />was a need for the highway projects, she had not been <br />convinced about increasing the sales tax to support the <br />funding. <br /> <br /> Mr. Barnes stated that he also had concerns with <br />supporting an increase in sales tax. <br /> <br /> It was the consensus of Council to take no action on <br />the resolution. <br /> <br />RESOLUTION: APPOINTING VIEWERS TO CONSIDER CLOSING A PORTION <br />OF VINE STREET <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the resolution appointing viewers to consider closing a <br />portion of Vine Street was unanimously approved by <br />Council. <br /> <br /> WHEREAS, this Council has received a petition from <br />Ralph Cason, Robert Johnson and Ruby Holloway requesting <br />vacation of a portion of Vine Street adjacent to Parcels <br />61 and 62 on City Tax Map 56; and <br /> <br /> WHEREAS, it appears to Council that the notice <br />required by Section 15.1-364 of the Code of Virginia <br />(1950), as amended, has been duly advertised; now, <br />therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that Ms. Mary Jane, Messrs. W. <br />Jo Copeland and Ho P. Winn, Jr. report in writing to <br />Council what inconvenience, if any, would result from such <br />vacation. <br /> <br />ORDINANCE: REZONING PROPERTY AT SOUTHWEST CORNER OF 5TH <br />STREET,S.W. AND HARRIS ROAD FROM R-3 TO B-2 (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND <br />REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 31-4 <br />OF THE ZONING ORDINANCE OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, BY THE REZONING OF <br />PROPERTY LOCATED AT THE SOUTHWEST CORNER OF FIFTH STREET, <br />S.W. AND HARRIS ROAD" which was offered at the September <br />2nd meeting, was approved by the following vote. Ayes: <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. <br />Noes: None. <br /> <br />ORDINANCE: PERMITS FOR PAVING CUTS <br /> <br /> Mr. Hendrix stated that the ordinance would implement <br />the program which would require permits for pavement cuts, <br />and would require that certain procedures be followed <br />concerning excavation and cleanup and that a bond be <br />required. Mr. Hendrix stated that the ordinance had been <br />discussed with the companies that would be affected. Mr. <br />Hendrix stated that the inspector for the program would be <br />supported by the fees. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />ARTICLE II OF CHAPTER 25 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, BY REPEALING SECTIONS <br />25-29, 25-30, 25-32 AND 25-34 REGARDING EXCAVATIONS IN <br />PUBLIC WAYS AND BY ADDING NEW SECTIONS 25-29.1, 25-30.1, <br />25-30.2, 25-32.1, 25-34.1, 25-34.2, 25-34.3 AND 25-34.4 TO <br /> <br /> <br />
