COUNCIL CHAMBER - October 20, 1986 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mrs. Gleason, Dr. <br />Hall, Mr. Towe. Absent: Mr. Buck. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, the <br />minutes of October 6th were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br /> Ms. Peggy Duncan of 1617 Cherry Avenue, stated that <br />"no parking" signs had been placed in front of her house <br />because of concern for the safety of school children using <br />the crosswalk to cross Cherry Avenue. Ms. Duncan stated <br />that she felt it would be reasonable to permit parking <br />during non-school hours. <br /> <br /> Mr. Hendrix stated that he would set up a meeting <br />between Ms. Duncan and City officials to discuss the <br />situation° <br /> <br />PUBLIC HEARING: CAPITAL IMPROVEMENT PROGRAM <br /> <br /> Mr. Hendrix stated that the public hearing was being <br />held following extensive advertising of the proposed <br />Five-Year Capital Improvement Program at a cost of <br />approximately $26 million. Mr. Hendrix stated that the <br />following sources of revenue were proposed to fund the <br />projects: County revenue sharing, bonds, and Literary <br />Funds. Mr. Hendrix noted that no tax increase would <br />result from financing of the proposed projects. <br /> <br /> Mr. Thomas Wright of Route 9, Box 317, golf coach at <br />Charlottesville High School, spoke in favor of adding an <br />additional nine holes at the Pen Park Golf Course. Mr. <br />Wright stated that the golf team was never able to host a <br />tournament because the course was limited to nine holes. <br /> <br /> Mr. Jim Kettrie, a resident of Albemarle County and <br />member of Pen Park Golf Course, supported construction of <br />an additional nine holes, and stated that he felt <br />additional conventions would be held in Charlotteville <br />because of the availability of a public eighteen-hole <br />golf course. <br /> <br /> Mr. Ed Childress, a resident of 250 Bypass, stated <br />his support of the additional nine golf holes at Pen Park. <br /> <br /> Mr. Ross Crebbs, a City resident, stated that he <br />support construction of an additional nine holes at Pen <br />Park, noting that the McIntire Park course would be <br />eliminated should Meadowcreek Parkway be built. Mr. <br />Crebbs presented Council with a petition supporting the <br />additional nine holes which had been signed by over 500 <br />persons. <br /> <br /> Mr. Roger Flint, representing area tennis players, <br />thanked Council for approving the new tennis courts on the <br />south side of the City and supported the additional courts <br />at Rivanna Park. <br /> <br /> Mr. Michael Bednar, Chairman of the Planning <br />commission, stated that at its September 9th meeting, the <br />Planning Commission recommended approval of the Five-Year <br />Capital Improvement Program with the following <br />modifications: a Study be done regarding air conditioning <br />the elementary schools that are not air conditioned and <br />bricking the side streets of the downtown mall. <br /> <br /> <br />
