its tributaries from point sources is laundry detergents <br />and cleaning agents; and <br /> <br /> WHEREAS, Virginia has identified a "tentative" goal <br />of reducing phosphorus loadings to the Chesapeake Bay by <br />twenty percent below 1980 levels; and <br /> <br /> WHEREAS, it is estimated that a phosphate detergent <br />ban would reduce the phosphate loadings from sewage <br />treatment plants by twenty to thirty percent; and <br /> <br /> WHEREAS, phosphate detergent bans have been passed in <br />Maryland and the District of Columbia, which together with <br />Virginia, surround the Chesapeake Bay; <br /> <br /> NOW, THEREFORE BE IT RESOLVED that the City Council <br />of the City of Charlottesville, Virginia supports the <br />adoption of a phosphate detergent ban in the Commonwealth <br />of Virginia as part of a nutrient control strategy to <br />improve the water quality of the Chesapeake Bay and its <br />tributaries. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mrs. Gleason, Mr. Sumner Irish was <br />unanimously reappointed to serve a three-year term on the <br />Jefferson Area United Transportation (JAUNT) Board. This <br />term will expire on October 1, 1989. <br /> <br /> On motion by Mrs. Gleason, Mr. Jeffrey O'Dell was <br />unanimously reappointed and Ms. Paula Williams was <br />unanimously appointed to serve four-year terms on the <br />Historic Landmarks Commissions. These terms will expire <br />on August 31, 1990. <br /> <br /> On motion by Mr. Towe, Mr. Jeffrey Martin was <br />unanimously appointed to serve a three-year term on the <br />McGuffey Arts Center Board. This term will expire on <br />August 31, 1989. <br /> <br /> On motion by Mr~ Barnes, Mr. Jacques Rappaport was <br />unanimously reappointed and Ms. Dorothea Evans and Ms. <br />Susan Baldridge were unanimously appointed to serve <br />four-year terms on the Social Services Advisory Board. <br />These terms will expire on August 31, 1990. <br /> <br /> On motion by Mr. Towe, Dr. Thomas DeMaio was <br />unanimously reappointed and Ms. Lynn Valentine was <br />unanimously appointed to serve three-year terms on the <br />Youth Commission. These terms will expire on September <br />30, 1989. <br /> <br />REQUEST:~ <br /> INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS RE: <br />CENTEL'S DECISION TO ELIMINATE LOCAL OPERATOR SERVICES <br /> <br /> Mr. Donald Hall and Mr. Kevin Marshall, members of <br />the International Brotherhood of Electrical Workers, <br />stated that Centel's decision to eliminate local operator <br />services would eliminate 160 jobs throughout Virginia, <br />many locally. Mr. Marshall read a list of questions and <br />concerns directed at Centel's management. Mr. Hall and <br />Mr. Marshall requested that Council pass a resolution <br />requesting Centel to reconsider its decision. <br /> <br /> A resident of Solomon Road and member of the union, <br />stated that Centel's decision would increase the local <br />unemployment rate and would reduce services to local <br />customers. <br /> <br /> Mr. Towe stated that while he had empathy and <br />sympathy for the union workers, he did not feel it was <br />appropriate for Council to become involved in labor <br />negotiations. <br /> <br /> <br />
