RESOLUTION: APPROVING HOUSING ASSISTANCE PLAN <br /> <br /> Mr. Hendrix stated that Council must annually approve <br />the Housing Assistance Plan before its submission to HUD. <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated <br />that the Plan was an annual update of the three-year plan. <br />Mr. Chapman noted that the plan included 25 units which <br />had been requested by the Independence Resource Center, <br />but which had not been funded, but which would remain in <br />the plan so that reapplication to HUD could be made for <br />the units. <br /> <br /> On a question from Mr. Towe concerning the <br />Downpayment and Closing Costs Assistance Program, Mr. <br />Chapman stated that one loan commitment had been made, but <br />noted that this program was not included in the Housing <br />Assistance Plan. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />resolution approving the Housing Assistance Plan was <br />unanimously approved by CounCil. <br /> <br />ORDINANCE: RELATING TO POST-RETIREMENT EMPLOYMENT (2nd reading) <br /> <br /> Responding to a question by Mr. Barnes, Mr. Hendrix <br />stated that retirees would be informed of the change in <br />the ordinance limiting post-retirement employment. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br /> REORDAIN SECTION 20-36 OF THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO <br /> POST-RETIREMENT EMPLOYMENT WITH THE CITY" which was <br /> offered at the October 20th meeting, was approved by the <br /> following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. <br /> Gleason, Dr. Hall, Mr. Towe. Noes: None. <br /> <br />ORDINANCE: RELATING TO LANGUAGE RE: BILLING RATE IN GAS RATES <br />ORDINANCE <br /> <br /> Mr. Roger Wiley, City Attorney, stated that there had <br />been a drafting error in the Code regarding the gas rates, <br />but that the rates that had been charged were what had <br />been approved and that the error was only in the language. <br />Mr. Wiley stated that the ordinance included a provision <br />ratifying the bills previously charged. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 12-3, AS AMENDED, OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, RELATING TO NATURAL GAS RATES AND <br />TO RATIFY AND AFFIRM CERTAIN BILLINGS MADE BY THE DIRECTOR <br />OF FINANCE PURSUANT TO PRIOR ACTIONS OF CITY COUNCIL" was <br />offered and carried over to the next meeting ~or <br />consideration. <br /> <br />ORDINANCE: LOWERING CERTAIN BUSINESS LICENSE TAX RATES <br /> <br /> Mr. Wiley stated that each year for the past several <br />years the City had been required by the State to aPply the <br />growth in business license revenues to a decrease in the <br />rates in professional and retail merchants business <br />licenses which are above the State ceiling. The license <br />for professionals would be decreased from 67 cents per <br />$100 in gross receipts to 58 cents and the retail <br />merchants's license would decrease from 24 cents per $100 <br />in gross receipts to 22 cents. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTIONS 15-112, 15-113, AND 15-114 OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, IN ORDER TO <br /> <br /> <br />
