Mr. <br />O'Connell stated that there would not be a major impact on <br />the annual operating budget as a result of financing the <br />proposed projects. <br /> <br /> Mrs. Gleason noted that the School Boar~ waS <br />requesting funding above what was included in the <br />Five-Year Program. <br /> <br /> Mr. Buck stated that he felt that the School Board <br />should obtain a separate bid for the increased space at <br />Clark and that Council consider funding the increased cost <br />at a later date. <br /> <br /> Mr. Towe requested that the motion approving the <br />Five-Year Capital Improvement Program be amended to <br />separate the City and School administration building(s) <br />from the rest of the program because he had a conflict of <br />interest as he rents space to the Community Attention <br />program. Mr. Towe also requested that the Schools comment <br />on when they anticipate a decision on the future needs <br />study. Mr. Towe also asked the Schools to comment on <br />whether it would be less expensive to increase the space <br />at a school other than Clark. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of City <br />Schools, stated that it was unknown when a decision would <br />be made regarding the future needs study, but stated that <br />it was felt that rega'rdless of the findings of the study, <br />that Belmont would be a growth area and Clark would need <br />additional space to bring it up to the standard of other <br />Charlottesville schools. <br /> <br /> Dr. Hall and Mrs. Gleason agreed to amend their <br />motion to separate the City and School administration <br />building(s) issue from the remainder of the Five-Year <br />Program. <br /> <br /> Mr. Barnes stated that he was not in favor of <br />approving the School Board's request for additional <br />funding for the renovation of Clark as public notice had <br />not been given. <br /> <br /> Mr. Buck stated that he would vote in favor of the <br />resolution, essentially approving the method of financing, <br />but stated that he felt many questions remained and that <br />his approval was not an approval of all the projects <br />included. Mr. Buck stated that while he felt the Pen Park <br />golf course expansion was needed and he supported it, he <br />felt that it could be considered a low priority by Council <br />when choices had to be made in the future. <br /> <br /> The resolution approving the Five-Year Capital <br />Improvement Program, not including the City and School <br />Administrative building(s), was unanimously approved by <br />Council. <br /> <br /> The portion of the Five-Year Capital Improvement <br />Program dealing with the City and School Administrative <br />building(s) was approved by Council, with Mr. Towe <br />abstaining. <br /> <br /> WHEREAS, on August 1, 1986 the City Manager proposed <br />to the City Council and the City Planning Commission a <br />proposed 5-year program of capitol improvwements to be <br />carried out in the years 1987 through 1992, including <br />projects with an estimated cost of approximately $27 <br />million dollars; and <br /> <br /> WHEREAS, the Planning Commission, following the <br />receipt of public comment at a duly advertised public <br />hearing, recommended the adoption of such plan with <br />certain modifications; and <br /> <br /> <br />
