Mr. Barnes, who had served as a member of the Task <br />Force, stated that he supported all of the legislative <br />recommendations of the Task Force. <br /> <br /> Ms. Haughey stated that questions remained concerning <br />legislation regarding video-taping testimony of children <br />and that a decision on that legislation would probably be <br />delayed. <br /> <br /> It was noted that legislation proposed concerning <br />parole for sexual offenders was being discussed on the <br />federal and state level and was a financial issue. <br /> <br />WORK SESSION: DRAINAGE <br /> <br /> Mr. Satyendra Huja, Director of Community <br />Development, reviewed the drainage history and changed <br />that had been made in the drainage recommendations. Mr. <br />Huja stated that funds are currently available to do those <br />projects in the high priority category through the next <br />fiscal year and to fund a citizen participation program. <br /> <br /> Ms. Mueller reviewed those projects considered high <br />priority. <br /> <br /> A discussion was held concerning commercial <br />participation in drainage improvements. <br /> <br /> Mr. Buck stated that he felt that drainage problems <br />with no sufficient legal liability or public health and <br />safety impact should not be eligible for 100% financing, <br />but would be eligible for joint ventures. Mr. Buck stated <br />that he felt guidelines should be developed which took <br />into account the cost of the repair as compared with the <br />cost of the property. <br /> <br /> Mr. Barnes recommended that staff develop a formula <br />for funding the lower priority projects. <br /> <br /> Mr. Michael Bednar, Chairman of the Planning~ <br />Commission, recommended that the Planning Commission be <br />involved in developing the funding formula. <br /> <br /> It was agreed by Council that staff and the Planning <br />Commission would make recommendations concerning a funding <br />formula for lower priority projects and hold an additional <br />public hearing on the recommendations before returning to <br />Cou~ <br /> <br />was adjourned. <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON <br />Wednesday, November 12, 1986 AT 12:00 noon IN THE <br />Room 19, Jefferson School Annex, 4th Street, N.W. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> <br />
