Absent: Mr. Barnes and Dr. Hall. <br /> <br /> A report was given by Ms. Virginia Schatz, <br />School Board member and Chairman of the School <br />Renovation Steering Committee, about the proposed <br />renovation of Clark Elementary School. <br /> <br /> Dr. Joseph Mooney, Chairman of the School Board, <br />presented some of the thoughts and discussions held by the <br />School Board on the Future Needs Study. <br /> <br /> <br /> eting was adjourned. <br /> <br />P~ sident ~rk -- - <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Saturday, <br />November 15, 1986 AT 9:30 a.m. IN THE 2044 Stoneridge, <br />Wintergreen, Virginia. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> Council retreat <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> WINTERGREEN - November 15, 1986 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. Staff present: Mr. Hendrix, <br />Mr. O'Connell~ Mr. Chapman. <br /> <br /> Mr. Hendrix explained the strategic planning process <br />which would be utilized at the retreat. The first part <br />of the workshop was devoted to selection of key issues. <br />The key issues mentioned were: <br /> <br /> 1. Needs of various income groups <br /> <br /> 2. Neighborhood trends <br /> <br /> 3. Changes in the school population <br /> <br /> 4. Crime <br /> <br /> 5. Retail sales as economic indicators <br /> 6. Taxes - the cost of government <br /> 7. Maintain community ambiance <br /> <br /> 8. Transportation system breakdown <br /> 9. Decision-making <br /> 10. Community pride <br /> <br /> 11. Higher housing densities <br /> <br /> 12. Growing University <br /> <br /> The list was then reduced to a manageable number of <br />issues for further discussion. <br /> <br /> <br />
