80

The principle thrust of neighborhood efforts should be
to maintain neighborhoods under stress. Part of this
strategy is to urge the University of Virginia to provide
more student housing.

To maintain current zoning patterns, densities, and
laws is another part of this strategy.

The quality of the public school system is also
essential to maintaining strong and diverse neighborhoods.
The schools must recognize the socio-economic changes the
system will undergo in future years and deal effectively

with those changes.
.~eting was

adjourned. ~

Council Chamber - November 17, 1986

Council met in regular session on this date with the
following members present: Mr. Barnes, Mr. Buck, Mrs.
Gleason, Dr. Hall. Mr. Towe.

MINUTES

On motion by Dr. Hall, seconded by Mrs. Gleason, the
minutes of November 3rd were unanimously approved as
presented.

PUBLIC

There were no matters by the public.

PUBLIC HEARING: 1987-88 BUDGET

Mr. Hendrix stated that a pre-budget public hearing
was being held in order to solicit public comment for the
fiscal year '87-88 budget which could then be taken into
consideration by both the City Manager and Council as the
budget is considered.

Mr. Clem Sanford of 423 North First Street, requested
that funds be allocated for the BMX track as there were no
funds available to maintain the track presently and also
requested that a BMX track be located in the new
City/County park.

Mr. Larry Lippincott, a BMX racer, supported funds
for the BMX track, adding that BMX racing is a national
sport which does not allow motorized vehicles.

Responding to a question from Mr. Buck regarding the
reasons the supporters wished to lcoate the BMX track in
the park, Mr. Lippincott replied that it was for security
reasons as well as maintenance.

Mrs. Gleason questioned whether funds had been sought
from any other organization.

Mr. Lippincott replied that funds had not been sought
because it had previously been felt that fees charged
would be sufficient.

ResP°hding to a question concerning insurance from
Mr. Buck, Mr. Lippincott stated that accident insurance in
the amount of $300,000 with ~200 deductible was carried
for each rider using the track.
