Mr. Buck stated that a decision needed to be made <br />concerning what specific areas needed to be studied and <br />noted that he felt the City and County were at risk because <br />no joint decision had been reached concerning road needs. <br /> <br /> Mr. Lindstrom stated that he agreed in principle with <br />the idea of a study and recommended that action be taken <br />quickly. Mr. Lindstrom stated that he had~been told <br />unofficially that the State would be willing to.defer <br />construction of improvements to Route 29 North until a study <br />was completed. <br /> <br /> Mr. Mitchell Van Yahres, State Delegate, stated that <br />the State Legislature has made no decision regarding <br />individual projects. He stated that he had been informed by <br />Mr. Ray Pethel, Commissioner of Highways, that the State <br />Highway Department was willing to do a comprehensive study <br />of the proposed highway projects as the State Department was <br />aware that the information was old. Mr. Van Yahres stated <br />that the Meadowcreek Parkway would be considered in the <br />study. Mr. Van Yahres added that the Highway Department did <br />not think that the City and County should conduct a study at <br />this time as new plans for Route 29 North improvements will <br />be forthcoming from the State. <br /> <br /> Mr. Fisher stated that he was concerned that the <br />perspective of the Highway Department concerning <br />transportation needs would be different than concerns <br />locally. <br /> <br /> Mrs. Patricia Cooke, member of the Board of <br />Supervisors, stated that she felt local participation in a <br />study was important in order to better study possible <br />economic and environmental impact of road projects. <br /> <br /> Mr. Van Yahes recommended that the City and County <br />approach the State Highway Department with the issues with <br />which they are concerned. <br /> <br /> Mr. Ray Haas, representing the University of Virginia, <br /> stated that the University would be interested in being <br /> involved in a study and would be willing to contribute <br /> financially. <br /> <br /> Mr. Buck recommended that the City, County, and <br /> University put together a proposal and timetable, submit <br /> it to the Highway Department, and obtain their agreement to <br /> defer action until a study is completed. <br /> <br /> Mr. Rick Bowie, member of the Board of Supervisors, <br /> questioned the need for a study and recommended that the <br /> locality attempt to have input into the State's study. <br /> <br /> Mr. Guy Agnor, County Executive, stated that it was his <br /> opinion that the study would have a greatly effect if the <br /> locality was financially involved in it. <br /> <br /> It was agreed that a committee consisting of Mr. Buck <br />and Mr. Barnes (representing the City), Mr. Fisher and Mr. <br />Bowie (representing the County), and Mr. Ray Haas and Mr. <br />Werner Sensbach (representing the University) be formed to <br />make recommendations regarding a highway study and report <br />back to the Board and Council in a month. <br /> <br /> lng was adjourned. <br />president - ~ ~ <br /> <br /> <br />
