Regarding the request to waive the second reading, Mr. <br />Wiley pointed out that the rezoning process had been delayed <br />because of the cancellation of the December 1st meeting, and <br />recommended that Council waive the second reading. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Barnes, the <br />second reading of the ordinance was waived by the following <br />vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Mr. Towe. <br />Noes: Dr. Hall. <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND <br />REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 31-4 OF <br />THE ZONING ORDINANCE OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE,1976, AS AMENDED, BY THE REZONING OF <br />PROPERTY LOCATED AT THE SOUTHWEST CORNER OF FIFTH STREET" <br />was approved by the following vote. Ayes: Mr. Barnes, Mr. <br />Buck~ Mrs. Gleason, Mr. Towe. Noes: Dr. Hall. <br /> <br />PRESENTATION: JAIL BOARD <br /> <br /> Mr. Hendrix stated that the Charlottesville-Albemarle <br />Jail Board had originally requested that its members be paid <br />$100 per meeting, but the Albemarle County Board of <br />Supervisors had only recommended that the Jail Board's <br />non-elected and non-employee members receive $25 per <br />meeting. Mr. Hendrix stated that the Jail Board was now <br />requesting that Council concur with Albemarle County's <br />recommendation. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, <br />Council unanimously voted to authorize the stipend of $25 <br />per meeting for non-elected and non-employee members of the <br />Charlottesville-Albemarle Jail Board. <br /> <br />RESOLUTION: CHANGING THE NAME OF A PORTION OF PRESTON AVENUE TO <br />OLD PRESTON AVENUE <br /> <br /> Mr. Hendrix stated that a request had been received to <br />change the name of the 100 block of Preston Avenue between <br />Market Street and the downtown mall to Old Preston Avenue. <br />Mr. Hendrix stated that adjacent property owners had been <br />notified and neither they nor the staff objected to the name <br />change. <br /> <br /> Mr. John Conover, owner of Papercraft Printing in the <br />100 block of Preston Avenue, stated that he had requested <br />the change in name due to confusion over the location of the <br />100 block of Preston Avenue following the improvements to <br />the remainder of Preston Avenue. Mr. Conover also requested <br />that signs be placed on the downtown mall and at the <br />intersection with Market Street giving the new name. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, <br />Council unanimously approved the resolution changing the <br />name of a portion of Preston Avenue to Old Preston Avenue. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the 100 block of Preston <br />Avenue shall hereafter be known and designated as Old Preston <br />Avenue) and be it further <br /> RESOLVED that the Clerk of the Council be directed to <br />send a certified copy of this resolution for recordation in <br />the street closing book. <br /> <br /> Mr. Hendrix stated that staff would install the signs <br />requested. <br /> <br />RESOLUTION: AMENDING CHARTER AGREEMENT OF THOMAS JEFFERSON <br />PLANNING DISTRICT COMMISSION <br /> <br />Mr. Hendrix stated that the resolution would change the <br /> <br /> <br />
