108

Mr. Dunbar stated that the parking lot project had been
approved and the money previously appropriated, but had not
been completed. Mr. Dunbar noted that changes to the exits
and entrances of the parking lot would be made.
Mr. Buck questioned whether the architects for the
parking lot improvements could consider parking requirements
for the Performing Arts Center as well as safety issues.
Mr. Dunbar stated that he thought this issue was being
addressed, but that if not, he would include that
consideration.

Mr. Dunbar stated that reroofing of Greenbrier
Elementary School was ready for bidding, the roof repairs
for Burnley-Moran Elementary School had been Completed, and
asbestos removal at Buford, Walker and Jefferson School had
been completed. Mr. Dunbar stated that the renovation of
Jefferson School was going well, with eight classrooms
completed. Mr. Dunbar stated that an open house at
Jefferson School was planned for late May, designed
especially for Clark parents and students. Mr. Dunbar
stated that there would be an additional cost for busing
students to Jefferson School, but no extra buses would be
required.

Mr. Buck requested a description of what decisions
have been made and what decisions are still to be made
concerning the Future Needs Study.

Dr. Joseph Mooney, Chairman of the School Board, stated
that data collection had been completed and one more public
hearing was to be held on the Future Needs Study. The
School Board felt that a key element of the study was the
number of students projeCted and space estimates and the
ability to match the two. Dr. Mooney stated that the School
Board had rejected the idea of redistricting the elementary
schools in a major Way as it was felt that the cost in terms
of educational value, economics, and psychological effects
were too great and the benefits were not as sound and
desirable as initially thought. Dr. Mooney stated that it
was felt that within one to two years a realigning of the
elementary school boundary lines would be necessary. Dr.
Mooney stated that the School Board had decided that
not enough information existed for the Board to feel
confident about pairing the middle schools by September of
'1987.

With regard to the space study, Dr. Cibbarelli stated
that no major problems would exist over the next two years,
but over the long run, consideration might need to be given
to using portable classrooms or space in Jefferson School.
Mr. Towe questioned when the School Board would make a
decision concerning pairing of the middle schools.
Dr. Cibbarelli stated that he would make his
recommendation to the School Board at their next meeting,
but stressed that the issues are very complex and require
hard thinking by staff and the School Board.

Dr. Mooney stated that his personal goal would be to
inform the public by April what was planned for the middle
schools. Dr. Mooney stated that the issues that the School
Board is dealing with are very sensitive and involve racial
perceptions and a sense of imbalance.

Mr~ John Pezzoli, Vice-Chairman of the School Board,
stated that the School Board did confirm that matters of
race and socio-economic factors are important, but not
presently so far out of balance as to require change by next
year.
