118 <br /> <br />for Tonsler Park and an appropriation of $13,085 to complete <br />the construction was offered and carried over to the next <br />meeting for consideration. <br /> <br />STAFF REPORT: GYPSY MOTH PROBLEM <br /> <br /> Mr. German summarized the gypsy moth report which had <br />been submitted to Council and introduced Mr. Robert E. <br />Bailey of the Virginia Division of Agriculture and Consumer <br />Services. Mr. German stated that the gypsy moth is a major <br />pest that has been in the northeast and is moving south and <br />will become a major problem in Virginia in approximately <br />three to five years. Mr. German stated that presently the <br />Virginia Division of Agriculture is responsible for dealing <br />with the gypsy moth problem, but that effective January of <br />1988, the City and County will be responsible for locating <br />and spraying the moths. Mr. German stated that a joint <br />City/County Committee needs to be appointed to deal with the <br />problem. <br /> <br /> Mr. Hendrix stated that the Albemarle County Board of <br />Supervisors has already appointed a Committee and he would <br />provide information to Council and place the matter on the <br />next agenda. <br /> <br /> Responding to questions from Mr. Buck regarding the <br />phasing out of the State's involvement and the safety of <br />pesticides, Mr. Baley stated that phasing out was necessary <br />due to a lack of resources and manpower, though the State <br />would continue its role as technical advisor. Mr. Bailey <br />replied that pesticides used were considered "soft" <br />pesticides and that the danger involved in using them was <br />reduced. <br /> <br />APPROPRIATION: <br /> <br />SCHOOL <br /> <br />$72,564°24 - RENOVATION OF CLARK ELEMENTARY <br /> <br /> Mr. Hendrix stated that this appropriation would <br />supplement funds previously allocated to the renovation of <br />Clark Elementary School and would fund the architect's <br />services and the supervisor for the project. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />$72,564.24 appropriation for the renovation of Clark <br />Elementary School was offered and carried over to the next <br />meeting for consideration. <br /> <br />APPROPRIATION: $$1~395 - COPY MACHINE FOR COMMONWEALTH ATTORNEY <br /> <br /> Mr. Hendrix stated that the funds for the copy machine <br />for the Commonwealth Attorney's office were being provided <br />by the State Compensation Board. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />$1,395 appropriation for a copy machine for the Commonwealth <br />Attorney's office was offered and carried over to the next <br />meeting for consideration. <br /> <br />RESOLUTION: GRANTING EASEMENT ON HARRIS STREET FOR INSTALLATION <br />OF SCREW ANCHORS <br /> <br /> Mr. Hendrix stated that the easement on Harris Street <br />had been approved by the City Attorney's office and the <br />Department of Public Works. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />resolution granting an easement on Harris Street for <br />installation of screw anchors was unanimously approved by <br />Council. <br /> <br /> BE IT RESOLVED by the CounCil of the City of <br />Charlottesville, Virginia that the Mayor is hereby authorized <br />to execute on behalf of the City the following document, in <br /> <br /> <br />
