114 <br /> <br />preservation efforts; and <br /> <br /> WHEREAS, the Council has decided that such efforts by <br />individuals should be publicly recognized; and <br /> <br /> WHEREAS, the Council, with the advice of the Historic <br />Landmarks Commission, the Boards of Architectural Review <br />concurring, will recognize outstanding examples of <br />rehabilitation; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the City Council of <br />the City of Charlottesville, recognizes the Pitts-Ingle <br />Building, 331-333 West Main Street, and commends its <br />renovation and stabilization by Inge Land Trust. This <br />historically important federal style commercial building was <br />preserved with its early brick outbuilding at a'time when it <br />might otherwise have been lost; <br /> <br /> AND BE IT FURTHER RESOLVED, that the City Council of the <br />City of Charlottesville recognizes the Barringer Mansion, <br />1404 J~fferson Park Avenue, and commends its rehabilitation <br />by the Barringer Renovation Associates; <br /> <br /> AND BE IT FURTHER RESOLVED, that the City Council of the <br />City of Charlottesville recognizes the Keller Building, 404 <br />East Main Street, and commends the rehabilitation of its <br />original exterior and inclusion of sympathetic post-modern <br />design alterations to its interior by Don P. Whited; <br /> <br /> AND BE IT FINALLY RESOLVED, that the City COuncil fo the <br />City of Charlotesville recognizes the Shapero and <br />Krulewitch-Walters Buildings, known as the Exchange Center, <br />201-207 West Main Street, and commends their adaptive use by <br />Keith O. and Elaine A. Woodard. <br /> <br /> WHEREAS, the Michie Company is one of the oldest members <br />of the Charlottesville business community; and <br /> <br /> WHEREAS, the Michie Company has demonstrated its <br />commitment to the preservation of Charlottesville's historic <br />architecture; and <br /> <br /> WHEREAS, the Michie Company published the Historic <br />Landmarks Study, Charlottesville, Virginia in 1976; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the City Council of <br />the City of Charlottesville, on the occasion of the tenth <br />anniversary of the publication of the Historic Landmarks <br />Study, recognizes the Michie Company and extends to them its <br />appreciation. <br /> <br /> Mr. Buck presented the resolutions to the persons <br />involved in the projects. <br /> <br />STAFF REPORT: JOB DESCRIPTION, SALARY RANGE AND BUDGET FOR <br />MINORITY BUSINESS PROGRAM EMPLOYEE <br /> <br /> Mr. Hendrix stated that at the previous meeting Council <br />had approved the Minority Business Program and that <br />additional information concerning job description and salary <br />of the program facilitator and budget had been provided. <br />The budget would be $80,000 for one year and would be funded <br />from Community Development Block Grant funds. <br /> <br /> Mrs. Gleason questioned whether any of the expenses <br />were one-time expenses. <br /> <br /> Mr. Hendrix stated that the only one-time expense was <br />for office equipment. <br /> <br /> Mr. Buck stated that he felt the program should <br />continue to be funded from CDBG funds. <br /> <br /> <br />
