125 <br /> <br /> Mrs. Gleason stated that she felt Council should set <br />the general policy for the location of parking meters. <br /> <br /> Responding to a question from Mr. Towe, Mr. Hendrix <br />stated that there were problems with serving personal <br />summons on out-of-State violators as the law requires that <br />the summons be delivered in person. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />the changes would be advertised and that those persons <br />with five or more outstanding parking tickets would be <br />notified about the changes in the ordinance. <br /> <br /> Mr. Buck stated that he had some concerns with <br />increasing fines for parking violations before additional <br />parking spaces are made available. <br /> <br /> Mr. O'Connell stated that the majority of violations <br />occur in the two-hour spaces which are designed for <br />customers and other turnover uses. <br /> <br /> It was agreed that major changes or additions of <br />parking meters would be discussed with Council. <br /> <br /> Mr. Barnes stated that his law firm had on occasion <br />represented the company which currently provides towing <br />services to the City Police Department. To avoid a possible <br />conflict of itnerest, Mr. Barnes stated that he would <br />refrain from discussion of or voting upon the proposed <br />amendment to City Code Section 16-43.1 to allow towing of <br />vehicles with more than four outstanding parking violations. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 16-26, 16-17, 16-29, 16-35, 16-38, 16-39, 16-42, <br />16-55, AS SEVERALLY AMENDED, OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976; TO ADD TO ARTICLE III OF CHAPTER 16 <br />OF SUCH CODE A NEW SECTION IN DIVISION 1 NUMBERED 16-26.1, <br />AND A NEW DIVISION 4 CONTAINING SECTIONS NUMBERED 16-58 <br />AND 16-59, AND TO REPEAL SECTIONS 16-16, AS AMENDED, 16-43 <br />AND 16-44; THE AMENDED, ADDED AND REPEALED SECTIONS <br />RELATING GENERALLY TO VARIOUS TYPES OF PARKING VIOLATIONS, <br />PENALTIES FOR SUCH VIOLATIONS, TOWING OF ILLEGALLY PARKED <br />VEHICLES UNDER CERTAIN CIRCUMSTANCES, AND OTHER PROCEDURES <br />AND REQUIREMENTS GENERALLY FOR THE ENFORCEMENT OF PARKING <br />REGULATIONS WITHIN THE CITY," with the exception of the <br />proposed amendment to Section 16-43.1, was offered and <br />carried over to the next meeting for consideration. <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, in <br />order to permit Mr. Barnes to participate in the discussion <br />and consideration of the foregoing motion, the proposed <br />amendment to City Code Section 16-43.1 relating to towing of <br />vehicles with more than four outstanding parking violations <br />was offered as a separate amendment to the foregoing motion <br />and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Hendrix stated that enforcement of new City <br />stickers would begin Wednesday morning. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters as exempted by Section <br />2.1-344(a)(1) of the Virginia Freedom of Information Act. <br /> <br /> meeting was adjourned. <br /> <br /> resi~en~ <br /> <br /> <br />
