126 <br /> <br />NOTICE oF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />February 11, 1987 AT 12:00 noon IN THE Jefferson School <br />Annex, Room 19, 4th Street, N.W. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with the School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> JEFFERSON SCHOOL ANNEX - February 11, 1987 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Buck, Mrs. Gleason, Mr. <br />Towe. Absent: Mr. Barnes and Dr. Hall <br /> <br /> Mr. Jim Dunbar of School Administration, stated that <br />the preliminary design for the renovation of Clark <br />Elementary School had been submitted to the State <br />Education Department and that no major objections had been <br />raised. Mr. Dunbar stated that final drawings were <br />expected approximately the first of April. <br /> <br /> Mr. Buck requested that Council review the design <br />drawings before their final stage at which point changes <br />might be too difficult or expensive to make. Mr. Buck <br />stated that he would request that information be submitted <br />to Council in writing concerning the design drawings and <br />that the issue then be discussed at a joint City Council <br />and School Board meeting. <br /> <br /> Mr. Tom McLernon, Deputy School Superintendent, <br />stated that the settlement had been received on the <br />Venable Elementary School fire and the staff would be <br />reviewing it to determine if it was adequate. <br /> <br /> It was agreed that a work session on the School <br />budget would be held on March 2nd following the regular <br />Council meeting. <br /> <br /> Dr. Joseph Mooney, Chairman of the School Board, <br />stated that a Task Force had been appointed by the School <br />Board to study options for the middle schools and to <br />analyze and identify advantages and disadvantages of <br />the following organizational changes: a) change feeder <br />school arrangements; b) redraw boundaries to create better <br />balance at the two middle schools, c) create an upper <br />elementary school, serving all of grades 5 and 6 at one <br />school and a middle school serving all of grades 7 and 8 <br />at the other school, and d) convert one middle school to <br />an elementary school~ redraw boundaries to distribute <br />children among 7 elementary schools, organize elementary <br />schools on a K-6 basis, serve 7-8 in the remaining middle <br />schools. Dr. Mooney stated that the Task Force was to <br />report back to the School Board by April 2nd. Dr. Mooney <br />stated that members had been selected for the Task Force <br />on the basis of their awareness of the issues and their <br />demonstrated commitment to public education. Dr. Mooney <br />stated that membership on the Task Force was balanced on <br />the basis of geographic location, race and socio-economic <br />factors. Dr. Mooney stated that he.hoped that the School <br />Board would make a decision on the middle schools by the <br />end of April. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of Schools, <br />noted that any decision on the middle schools would not be <br />implemented until the fall of 1989. <br /> <br /> Dr. Mooney stated that public hearings, as legally <br />required, would be held by the School Board before any <br />redistricting could be voted upon. <br /> <br /> <br />
