127 <br /> <br /> Dr. Mooney questioned when a report would be released <br />concerning the Children and Youth Forum recently held. <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated <br />that an advisory group will be discussing the forum and <br />then a report will be presented to Council in the near <br />future. <br /> <br /> A discussion was held concerning addressing the <br /> issues that had been presented during the public hearings <br /> on the Future Needs Study in a comprehensive manner by <br /> bot~ the School Board and the City. <br />meeting was adjourned.~? <br /> President C -~Z~-~4~'~'~~%~'- <br /> <br />COUNCIL CHAMBER - February 17, 1987 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the minutes of February 2nd were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PUBLIC HEARING: HANDICAPPED TRANSPORTATION INITIATIVES <br /> <br /> Mr. Hendrix stated that in May of 1986 the Secretary <br />of Transportation ruled that all Urban Mass Transit <br />Administration (UMPTA) grant recipients must develop a <br />plan for the implementation of providing service to the <br />handicapped within a year of the ruling. Mr. Hendrix <br />stated that a Task Force had been formed to review the <br />regulatory requirements as well as to consider any unmet <br />transportation needs of the handicapped. Mr. Hendrix <br />stated that the Task Force recommended the following: 1) <br />extend JAUNT's hours to 6:30 p.m., Monday through Friday; <br />2) provide Saturday service by JAUNT during the same hours <br />which Charlottesville Transit Service (CTS) operates; 3) <br />provide service during the non-operating hours of CTS <br />(after 6:30 p.m.) through a user-side subsidy program; and <br />4) purchase lift-equipped buses when current units are <br />replaced. Mr. Hendrix-stated that by implementing <br />recommendations one and two the City would meet the UMPTA <br />requirement and he was in agreement with these two <br />recommendations. The cost of implementing these two <br />recommendations would be approximately $20,000 per year. <br />Mr. Hendrix stated that he was not in agreement with <br />recommendations three and four because they only offered a <br />service to a small group and excluded others also in need <br />and because alternate service is available. Mr. Hendrix <br />noted that the City would have six years to implement the <br />plan. <br /> <br /> Mr. Towe questioned whether information existed <br />concerning the location of riders needing the service <br />but Mr. Hendrix replied that the information did not <br />exist. <br /> <br /> <br />
