130

ResPonding to a question from Dr. Hall, Mr. Hendrix
stated that recommendations one and two could be
implemented on July 1st or before assuming that funds and
the necessary equipment were available.

Mr. Buck stated that he was inclined to support the
user side subsidy and equipping buses with lifts. Mr.
Buck stated that he did not think the staff was callous
for not supporting these recommendations because they must
deal with the economic realities of the City budget.. Mr.
Buck stated that he felt the suggestion to lower personal
property taxes would have a small impact on tax payers,
but might have a great negative impact on services such as
those recommended for handicapped transportation.

Mr. Barnes stated that he did not feel that a tax
decrease and providing services were necessarily mutually
exclusive.

The item was carried over to the next meeting.

APPOINTMENTS: BOARDS AND COMMISSIONS

On motion by Mrs. Gleason, Ms. Melvina Hamilton was
unanimously appointed to serve a three-year term on the
Charlottesville-Albemarle Airport Commission. This term
is effective immediately and will expire on December 1,
1989.

On motion by Mr. Barnes, Mr. Skip Mullaney was
unanimously reappointed to serve a three-year term on the
Thomas Jefferson Planning District Commission. This term
is effective immediately and will expire on September 15,
1989.

PRESENTATION: GOVERNMENT FINANCE OFFICERS ASSOCIATION BUDGET
AWARD

Mr. Hendrix stated that the~City had recently
received the Government Finance Officers Association
Budget Award and he recognized the following staff for
their excellent work on preparing the budget: Mr. Gary
O'Connell, Ms. Linda Peacock, and Ms. Teresa Lockhard.

REQUEST: HISTORIC LANDMARKS COMMISSION

Mr. Hendrix stated that the Historic Landmarks
Commission was requesting $2,500 in order to prepare an
historical survey but it was his recommendation that the
request be considered during the budget process.

Ms. Frances Walton, Chairman of the Historic
Landmarks Commission, stated that the Commission was
interesting in obtaining an indication from Council as to
whether the Commission should proceed with the historical
survey as it would take months to prepare and it was hoped
to have it completed in early 1988. Ms. Walton stated
that the funds necessary to produce the publication should
be thought of as seed money as it was the intent of the
Commission to return the profits from the sale of the
publication to the City.
Mr. Barnes recommended that the Albemarle County
Historical Society be approached for possible funding.

Mr. Buck concurred that it would be worthwhile for
the Commission to explore private funds.

It was the consensus 'of Council that the Historic
Landmarks Commission seek private funding for the
publication and return to Council at a later date.

ORDINANCE: REGARDING PARKING FINES AND ENFORCEMENT (2nd reading)
