130 <br /> <br /> ResPonding to a question from Dr. Hall, Mr. Hendrix <br />stated that recommendations one and two could be <br />implemented on July 1st or before assuming that funds and <br />the necessary equipment were available. <br /> <br /> Mr. Buck stated that he was inclined to support the <br />user side subsidy and equipping buses with lifts. Mr. <br />Buck stated that he did not think the staff was callous <br />for not supporting these recommendations because they must <br />deal with the economic realities of the City budget.. Mr. <br />Buck stated that he felt the suggestion to lower personal <br />property taxes would have a small impact on tax payers, <br />but might have a great negative impact on services such as <br />those recommended for handicapped transportation. <br /> <br /> Mr. Barnes stated that he did not feel that a tax <br />decrease and providing services were necessarily mutually <br />exclusive. <br /> <br />The item was carried over to the next meeting. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mrs. Gleason, Ms. Melvina Hamilton was <br />unanimously appointed to serve a three-year term on the <br />Charlottesville-Albemarle Airport Commission. This term <br />is effective immediately and will expire on December 1, <br />1989. <br /> <br /> On motion by Mr. Barnes, Mr. Skip Mullaney was <br />unanimously reappointed to serve a three-year term on the <br />Thomas Jefferson Planning District Commission. This term <br />is effective immediately and will expire on September 15, <br />1989. <br /> <br />PRESENTATION: GOVERNMENT FINANCE OFFICERS ASSOCIATION BUDGET <br />AWARD <br /> <br /> Mr. Hendrix stated that the~City had recently <br /> received the Government Finance Officers Association <br /> Budget Award and he recognized the following staff for <br /> their excellent work on preparing the budget: Mr. Gary <br /> O'Connell, Ms. Linda Peacock, and Ms. Teresa Lockhard. <br /> <br />REQUEST: HISTORIC LANDMARKS COMMISSION <br /> <br /> Mr. Hendrix stated that the Historic Landmarks <br />Commission was requesting $2,500 in order to prepare an <br />historical survey but it was his recommendation that the <br />request be considered during the budget process. <br /> <br /> Ms. Frances Walton, Chairman of the Historic <br />Landmarks Commission, stated that the Commission was <br />interesting in obtaining an indication from Council as to <br />whether the Commission should proceed with the historical <br />survey as it would take months to prepare and it was hoped <br />to have it completed in early 1988. Ms. Walton stated <br />that the funds necessary to produce the publication should <br />be thought of as seed money as it was the intent of the <br />Commission to return the profits from the sale of the <br />publication to the City. <br />Mr. Barnes recommended that the Albemarle County <br />Historical Society be approached for possible funding. <br /> <br /> Mr. Buck concurred that it would be worthwhile for <br />the Commission to explore private funds. <br /> <br /> It was the consensus 'of Council that the Historic <br />Landmarks Commission seek private funding for the <br />publication and return to Council at a later date. <br /> <br />ORDINANCE: REGARDING PARKING FINES AND ENFORCEMENT (2nd reading) <br /> <br /> <br />
