Mr. Campbell stated that he did not support the <br />CDBG Task Force developing programs as he felt the Social <br />Development Commission has the experience and expertise in <br />dealing with human service programs, has the need to see <br />all the CDBG human services proposals to assess needs and <br />priorities between CDBG funding and the City's general <br />fund, and needs to review all human services proposals and <br />assess each against the Comprehensive Plan. Mr. Campbell <br />further questioned whether the CDBG Task Force has the <br />time or commitment to give adequate review to the human <br />services proposals° <br /> <br /> Mr. James King, representing the Alliance for Justice <br />and Equity, spoke in support of the proposed CDBG <br />ordinance and stated that the following organizations were <br />also in support: League of Women Voters, Monticello Area <br />Community Action Agency, National Organization for Women, <br />Jefferson Area Board for Aging, and the Virginia Law <br />Women. Mr. King, also stated that the Fifeville <br />Neighborhood Association supported adoption of the <br />ordinance. <br /> <br /> Ms. Ruth Wadlington, representing the League of Women <br />Voters, spoke in support of the ordinance with the changes <br />outlined by Mr. Hendrix. <br /> <br /> Ms. Blair Tenney, representing the Virginia Law <br />Women, spoke in support of the ordinance with the changes <br />outlined by Mr. Hendrix. <br /> <br /> Mrs. Gleason stated that she agreed that the Social <br />Development Commission has the expertise in developing <br />social programs because of the time they have spent in the <br />process. <br /> <br /> Mr. Buck stated that ~e would prefer to use the word <br />"significant" or ',substantial" rather than "material" <br />change. <br /> <br /> Mr. Barnes stated that his initial impression was to <br />favor the staff recommendations as outlined by Mr. Hendrix <br />regarding the ordinance. <br /> <br /> In order to allow the Social Development Commission <br />and CDBG Task Force to discuss the proposed changes, the <br />ordinance was deferred until March 2nd. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Towe recognized Mr. Clyde Thompson of <br />Charlottesville High School who.had set a recent record in <br />basketball. <br /> <br /> Mr. Towe stated that downtown merchants had requested <br /> that the City adopt an ordinance concerning dog waste on <br /> the downtown mall. <br /> On motion by Dr; Hall, seconded by Mrs. Gleason, <br /> Council voted to meet in executive session to discuss <br /> personnel matters as exempted by Section 2.1-344(a)(1) of <br /> the Virginia Freedom of Information Act. <br />eetlng was adjourned. <br /> <br /> <br />
