134 <br /> <br /> Mr. Hendrix stated that no action was required at <br />this time, though a plan needed to be drawn up by May 1st. <br />Mr. Hendrix stated that a decision concerning whether to <br />lift-equip the trolleys did need to be made. <br /> <br /> Responding to a question from Mr. Towe, Ms. Graves <br />stated that private cabs are unable to acquire $1 million <br />in insurance and presently do not have lift-equipped <br />vehicles. <br /> <br /> Mr. Buck stated that he felt the issues raised needed <br />to be discussed in a work session. Mr. Buck recommended <br />that the trolley manufacturer be contacted to see if an <br />extension on the decision concerning lift-equipping the <br />trolleys could be given. Mr. Buck requested that staff <br />develop some options and costs for some of the issues <br />raised, such as whether providing a user-side subsidy <br />using the private sector would meet UMPTA's criteria. <br /> <br />REQUEST: DOGWOOD FESTIVAL <br /> <br /> Mr. Marshall Pryor, representing the Dogwood <br />Festival, requested Council's permission to use McIntire <br />Park for the 39th annual Dogwood Festival April 14 through <br />26, to hold the Dogwood Parade and to waive the license <br />and fees. <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, the <br />Dogwood Festival was granted use of McIntire Park and <br />waiving of the license and fees. <br /> <br />REQUEST: NORTHWESTERN VIRGINIA HEALTH SYSTEMS AGENCY <br /> <br /> Ms. Betty Newell, representing the Northwestern <br />Virginia Health Systems Agency Board, stated that the <br />General Assembly had recommended funding for the Health <br />Systems Agencies beginning July 1st. Ms. Newell again <br />requested emergency funding of $2,454 from Council. Ms. <br />Newell stated that Albemarle County had a tie vote on <br />whether to provide emergency funding, but she was hopeful <br />that they would reconsider the matter. <br /> <br /> Mr. Buck made a motion to approve the appropriation <br />of $2,454 for emergency funding for the Northwestern <br />Virginia Health Systems Agency, stressing that he would <br />not favor funding the agency on an on-going basis and that <br />the appropriation was contingent on Albemarle County also <br />providing funding. Dr. Hall seconded the motion. <br /> <br /> Ms. Newell noted that the State funding would be on a <br />matching basis, but the funding could be from private <br />sources and did not have to be matched by the local <br />government. <br /> <br /> Ms. Gleason stated that she would favor this <br />appropriation but would not be in favor of funding the <br />agency on an on-going basis. <br /> <br /> The appropriation was carried over to the next <br />meeting for consideration. <br /> <br />APPEAL: DOWNTOWN BOARD OF ARCHITECTURAL REVIEW DECISION RE: <br />SIGNS AT 221 E. WATER STREET <br /> <br /> Mr. Satyendra Huja, Director of Community <br />Development, stated that he currently approves signs <br />administratively and approved the Sovran Bank signs on E. <br />Water Street and 3rd Street as allowed in the City Code. <br />Following the erection of the signs, which were slightly <br />but not significantly larger than approved, two property <br />owners appealed the decision to approve the signs to the <br />Downtown Board of Architectural Review on the basis that <br /> <br /> <br />
