142 <br /> <br />detailed information such as per-student cost, average <br />salaries for teachers, etc. before the work session on the <br />School Board's budget. <br /> <br /> Mr. Buck requested more detailed information regarding <br />travel expenses. <br /> <br /> Mr. Towe questioned whether the supplemental payment <br />to coaches, etc. at the City schools were in line with <br />other localities and whether the number of nurses <br />corresponded with the numbers in other localities. <br /> <br /> Dr. Cibbarelli stated that both supplemental payments <br />and the number of nurses were in line with other <br />communities. <br /> <br /> A work session to discuss the proposed School Board <br />budget was set for March 9 at 7:30 p.m. <br /> <br />PRESENTATION: CITY MANAGER'S PROPOSED FY 1987-88 BUDGET <br /> <br /> Mr. Hendrix summarized the City's proposed FY 1987-88 <br />budget which he said was a hold-the-line, maintenance <br />budget which reflected a stable local economy with limited <br />growth. Mr. Hendrix stated that just over $2 million in <br />new revenue was expected that that cuts in Community <br />Development Block Grant funds would curtail neighborhood <br />programs. Mr. Hendrix stated that the budget proposes no <br />new tax rate increase and a reduction in the personal <br />property tax, a 3.5% across-the-board salary increase and <br />a new performance pay plan, and proposes to fund programs <br />at their current levels. Mr. Hendrix stated that no new <br />agency funding was being recommended. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Hendrix requested Council's authorization for the <br />City to submit a grant application to the Virginia <br />Commission on the Arts.
