and parents and has become almost self-supporting. <br /> <br /> Responding to a question from Mr. Towe regarding how <br />the School's supervisory salaries compare statewide, Mr. <br />McLernon replied that they are fairly low. <br /> <br /> Mr. Barnes stated that he was concerned with the age of <br />the school buses and questioned whether they should be <br />replaced sooner. <br /> <br /> Mr. Dunbar stressed that the school buses were not <br />unsafe because of their age and noted that the purchase <br />price of $31,000 per bus limited their replacement schedule. <br /> <br />APPROPRIATION: $2,454 - NORTHWESTERN VIRGINIA HEALTH SYSTEMS <br />AGENCY (2nd reading) <br /> <br /> Mr. Barnes stated that he would abstain due to a <br />conflict of interest. <br /> <br /> Mrs. Gleason stressed that the appropriation was to <br />meet the emergency needs of the Health Systems Agency and <br />was not a commitment for long-term funding and would be <br />contingent on funding from Albemarle County. <br /> <br /> The $2,454 appropriation to Northwestern Virginia <br />Health Systems Agency which was offered at the meeting of <br />March 2nd, was approved by the following vote. Ayes: Mr. <br />Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: None. <br />Abstaining: Mr. Barnes. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $2,454.00 is <br />hereby appropriated from the unappropriated balance of the <br />City's General Fund to expenditure account 01-41070 as a <br />contribution to the Northwestern Virginia Health Systems <br />Agency. <br /> <br />OTHER BUSINESS: SOUTHERN LOOP WATER LINE <br /> <br /> Mr. Hendrix stated that the Rivanna Water and Sewer <br />Authority was in the process of voting on installing a <br />Southern Loop Water Line which would serve both the City and <br />County, but that because the line is not part of the <br />Four-Party Agreement, he wanted to bring the matter to <br />Council's attention. Mr. Hendrix stated that the City would <br />pay 18.1% of the cost and would benefit by better fire <br />protection and better pressure in certain areas. <br /> <br /> Mr. Buck stated that he would abstain from discussing <br />the matter due to a conflict of interest. <br /> <br /> It was agreed that the matter would be considered at <br />the regular meeting on March 16th. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, <br /> Council unanimously voted to meet in executive session to <br /> discuss personnel matters and disposition of property as <br /> exempted by Section 2.1-344(a) (1) and (2) of the Virginia <br /> Fr~dom of Information Act. <br /> eting was adjourned. <br /> <br /> ~~-sident <br /> <br /> <br />
