COUNCIL CHAMBER - March 16, 1987 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />minutes of March 2nd were unanimously approved as presented. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PRESENTATION: CHARLOTTESVILLE HIGH SCHOOL BASKETBALL TEAM <br /> <br /> Coach Kenneth Leatherwood and the Charlottesville High <br />School Basketball Team were introduced and congratulated on <br />their successful season. <br /> <br /> On motion by Mr. ToWe, seconded by Dr. Hall, a <br />resolution acknowledging the accomplishments of the <br />basketball team was unanimously approved by Council. <br /> <br />PUBLIC HEARING: CITY MANAGER'S PROPOSED FY 1987-88 BUDGET; <br />ANNUAL TAX LEVY; GENERAL REVENUE SHARING <br /> <br />Mr. Hendrix summarized the proposed budget. <br /> <br /> Ms. Judy Wright, President-Elect of the Junior League, <br />endorsed the Thomas Jefferson Adult Day Care Center and <br />noted that it was one of the model programs presented at the <br />annual Junior League conference. <br /> <br /> The following persons spoke in support of funding for <br />the Thomas Jefferson Adult Day Care Center: Mr. William <br />Kimball (613 Delevan St.), Ms. Josephine Brown, Ms. Ella <br />Peale (Midway Manor), Ms. Rachael Wiley, Ms. Martha Rice, <br />and Mr. Ed Lowry. A large number of persons in the audience <br />raised their hands in support of the Adult Day Care Center. <br /> <br /> Mr. Neil Black, a member of the Historic Landmarks <br />Commission, requested funding for the historic survey which <br />had not been recommended to receive funding by the City <br />Manager's office.. <br /> <br /> Mrs. Edward Gamble spoke in support of the programs of <br />the Jefferson Area Board for Aging. <br /> <br /> Dr. Pamela Gwin requested that funding be provided to <br />install air conditioning in all the remaining elementary <br />schools. <br /> <br /> Mr. Edward Eidelberg spoke in support of the Thomas <br />Jefferson Adult Day Care Center. <br /> <br /> Ms. Kay Peaslee, 305D 2nd Street, N.W., spoke in <br />support of the Commonwealth Collection, a history <br />collection proposed to be staffed in McIntire Library. <br /> <br /> As there were no further speakers, the public hearing <br />was closed. <br /> <br />PUBLIC HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT REPROGRAMMING <br />AND FY 87-88 PROGRAM ALLOCATIONS <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the public hearing was being held to consider <br />reprogramming $33,751.73 and to consider program allocations <br />for FY 87-88. The reprogramming was recommended to provide <br />funds to CDBG accounts with negative balances and to help <br />fund two CDBG projects recommended for FY 87-88, the <br /> <br /> <br />
