150 <br /> <br />to Sovran Bank for the sign was not strictly complied with. <br /> <br /> Mr. Edward Bain,~representing Sovran Bank, questioned <br />whether Sovran Bank currently has an approved sign permit. <br /> <br /> Mr. Barnes stated that he agreed with Mr. Buck that the <br />appeal to the DBAR had not been made in a timely manner. <br /> <br /> Mr. Buck statedthat he felt notice should be given <br />adjoining property owners concerning pending sign permits in <br />the future and requested that staff work out the necessary <br />details. <br /> <br /> Mr. HUja stated that the Planning Commission is <br />planning to consider.these procedures at the next meeting. <br /> <br /> Mr.~Buck made the following motion: a citizen has the <br />right to make an appeal concerning a sign permit, but <br />because the appeal was not made to the DBAR in a timely <br />manner, it should not have been heard and therefore the <br />original sign permit stands. <br /> <br /> Mrs. Gleason seconded Mr. Buck's motion and it was <br />approved by Council by the following vote. Ayes: Mr. <br />Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall. Noes: Mr. Towe. <br /> <br />PRESENTATION: INFORMATION AND REFERRAL CENTER <br /> <br /> Ms. Diana Wild of the Information and Referral <br />Center Board, stated that the Center has been in existence <br />since 1975 and acts as a clearinghouse for information and <br />referral. Ms. Wild stated that the Information and Referral <br />Center could provide activities for a City newsletter, give <br />an orientation and training to new City employees on their <br />services, and co-sponsor with the City a monthly newsletter <br />to service providers. <br /> <br /> Mro Buck requested that staff discuss and make <br />recommendations about the proposals made by the Information <br />and Referral Center. <br /> <br />PRESENTATION: CAREER DEVELOPMENT PROGRAM <br /> <br /> Mr. Bruce Keith, Director of Personnel, introduced Ms. <br />Pat Awesu, Career Development Officer, noting that the <br />program is one of only two in the State. <br /> <br /> Ms. Awesu stated that the program would provide: <br />1) new employee orientation; 2) structured career <br />development program~ and 3) individualized training <br />programs. Ms. Awesu stated that she would continue resource <br />development and would be targeting recruitment of minority <br />employeees. <br /> <br /> Mr. Buck stated that it was his understanding that the <br />Career Development Program would help City employees realize <br />their full potential. <br /> <br /> Ms. Priscilla Whiting, President of the local NAACP, <br />stated that the NAACP supported the Career Development <br />Program and commended the City on the steps taken to <br />begin the program. <br /> <br />STAFF REPORT: SOUTHERN LOOP WATER LINE <br /> <br /> Mr. Hendrix stated that the Rivanna Water and Sewer <br />Authority must decide whether to build the southern loop <br />waterline, to be paid for approximately 80% by Albemarle <br />County and 20% by the City. Mr. Hendrix stated that staff <br />recommends building the waterline. <br /> <br /> Responding to a question from Mr. Barnes, Mr. Hendrix <br />stated that bonds for the project would be issued by the <br /> <br /> <br />
