158 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />March 18, 1987 AT 7:00 p.m. iN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget work session (agency hearings) <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - March 18, 1987 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br /> Mr. Steve Campbell, Chairman of the Social Development <br />Commission, stated that the budget review process had been <br />streamlined through a budget review committee composed of <br />two staff members, two Social Development Commission <br />members, and two agency representatives. Mr. Campbell <br />stated that the one area of disagreement had been with <br />regard to the funding source for the Monticello Area <br />Community Action Agency (MACAA) housing counselor. Mr. <br />Campbell stated that it was felt that funding should be out <br />of the general fund instead of CDBG funds. <br /> <br /> Mr. Barnes suggested that a record of the Social <br />Development Commission vote on agency programs be included <br />next year. <br /> <br /> Mr. Ken Ackerman, Director of MACAA, and Rev. Alvin <br />Edwards, Chairman of the MACAA Board, presented an overview <br />of the agency's anti-poverty programs and encouraged <br />Council's approval of funding for the housing counselor <br />position which they felt helps meet a basic need in the <br />community. <br /> <br /> Ms. Annette Grimm, Director of the Rape Crisis Center, <br />stated that the agency has operated for twelve years without <br />local funds and was being requested now in order to expand <br />the victim services coordinator position to full time. <br /> <br /> Ms. Linda Wilson, Director of Jefferson Area United <br />Transportation (JAUNT), and Mr. Sumner Irish, Chairman of <br />the JAUNT Board, stated that JAUNT has experienced an <br />increase of 126% in its ridership and that the increased <br />funding was being requested to cover increased <br />administrative costs (mostly insurance) and to maintain the <br />reduced fares to handicapped persons at its present level. <br />Ms. Wilson stated that the local funding for this subsidy <br />brings down additional state and federal money and without <br />the funding from the City, fares to agencies would need to <br />be increased in order to provide the local match. <br /> <br /> Mr. Alexander Gilliam, representing the <br />Jefferson-Madison Regional Library Board, and Mr. Allen <br />Giannini, representing the Albemarle County Historical <br />Society~ requested $13,003 in funding from the City (which <br />would need to be matched by Albemarle County) to employ a <br />librarian to oversee the Commonwealth Collection which will <br />be housed in the main library. Mr~ Gi!liam stated that <br />without the librarian, the historical collection would be <br />staffed by volunteers and would be available for fewer <br />hours. <br /> <br /> Mr. Mark Winstead, representing the Charlottesville- <br />Albemarle Rescue Squad, requested ~75,000 to fund a rescue <br />squad dispatcher in the 911 Center. Mr. Winstead stated <br />that Albemarle County had approved funding contingent on <br />City funding. <br /> <br /> <br />
