161 <br /> <br /> Ms. Patricia Smith, Director of Offender Aid and <br />Restoration, requested additional funding in order to expand <br />the services offered to families of offenders. Ms. Smith <br />stated that $9,000 had been received by OAR from private <br />foundation grants. MSo Smith noted that 54% of OAR's <br />clients are City residents. <br /> <br /> Mro Duana Brown, representing skateboarders in the <br />community, requested that the City provide funds to <br />construct and operate a skateboard ramp, and he submitted <br />lower cost figures for a smaller ramp. <br /> <br /> Ms. Sandy Snook, representing the Piedmont Council of <br />the Arts, requested $5,000 for a arts resource guide, noting <br />that the City had appropriated $5,000 in the previous year <br />which had been matched by a grant from the Virginia <br />Commission for the Arts. <br /> <br /> Mro Peter McIntosh, Chairman of the Board, and Mr. <br />William Swinson, Director, of the Jefferson-Madison Regional <br />Library, requested additional funding for computer services <br />and increased security for the central library on evenings <br />and weekends. <br /> <br /> Mr. Heyward McElveen, Director, and Mr. Robert Cox, <br />Assistant Director, Charlottesville Department of Social <br />Services, explained that three emergency intake service <br />workers had been requested as a result of a reduction in <br />Title XX funds since 1981 but only one position had been <br />recommended by the City Manager's office. Mr. McElveen <br />stated that the position would perform some housing <br />counseling as part of their general assessment of the <br />client's needs~ but would not travel with the client to seek <br />out housing as MACAA's housing counselor does. <br /> <br /> Ms. Constance Palmer of the Virginia Discovery Museum <br />requested funding for a Education Director,s position which <br />they would use as a matching grant in order to receive funds <br />from the Virginia Commission for the Arts. <br /> <br /> Following the agency hearings, a general discussion was <br />held concerning the various funding requests. <br /> <br /> Mr. Hendrix stated that there may be other ways to <br />address the overall problem with regard to the need for a <br />Rescue Squad Dispatcher in the 911 Center and it was his <br />recommendation that funds be set aside for this purpose but <br />that additional thought be given the matter before <br />implementation. <br /> <br /> Mr. Towe noted concern that the schools have requested <br />additional staff but that there are not additional students <br />in the system. <br /> <br /> Mr. Ken Ackerman, Director of MACAA, was questioned <br />concerning the differences in the services provided by <br />MACAA's housing counselor and those services provided by the <br />Department of Social Services. <br /> <br /> Mr. Hendrix noted that a survey of MACAA clients showed <br />that at least 95% of their City clients were also clients of <br />the City's Department of Social Services. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters as exempted by Section <br />2.1-344(a)(1) of the Virginia Freedom of Information Act. <br /> <br />eeting <br />Prat <br /> <br />was adjourned. <br /> <br /> <br />
