162 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday, <br />March 26, 1987 AT 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget work session <br /> <br />BY ORDER OF THE F~YOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - March 26, 1987 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />CLOSING SAXTON STREET <br /> <br /> Mr. Craig Redinger, developer of the Vinegar Hill South <br />project, presented preliminary drawings of his plans to <br />round the tip on the property located at the intersection of <br />South and Water Streets in order to facilitate an easier <br />turn onto South Street as a result of closing Saxton Street. <br />Mr. Redinger stated that he had spoken with persons who had <br />expressed concern with closing Saxton Street and they were <br />satisfied with the plan. <br /> <br /> Mr. Buck stated that the matter would be taken up at <br />the regular Council meeting scheduled for April 6th. <br /> <br />HANDICAPPED TRANSPORTATION ISSUES <br /> <br /> Mr. Hendrix requested that Council set guidelines for <br />handicapped transportation services that they feel are <br />reasonable in order for staff to request proposals from <br />services providers which would provide a more exact cost <br />estimate of the proposed services, after which the budget <br />could be adjusted accordingly. Mr. Hendrix stated that the <br />services requested by JAUNT in the budget would continue the <br />reduced fare to handicapped persons and would increase the <br />service to the same hours as bus service is provided but <br />would not address late night and weekend service or reducing <br />the notice required for requesting transportation from <br />JAUNT. <br /> <br /> Mrs. Gleason recommended using lift-equipped City <br />school buses for service in the late evenings and on <br />Sundays. <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that the school buses could legally be used but that with <br />only three buses, it would not be possible to run complete <br />routes and that there may be a problem given the maintenance <br />time required on the buses in order to keep them in working <br />order for school services. <br /> <br /> Mr. Towe questioned whether more accurate figures could <br />be compiled on the number of wheelchair-bound persons who <br />might use bus service. <br /> <br /> Mr. Hendrix replied that more accurate figures could be <br />compiled, but that it might also be necessary to wait and <br />see how much the service is used after some level of <br />service is established. <br /> <br /> Ms. Linda Wilson, Director of Jefferson Area United <br />Transportation, stated that JAUNT would be capable of <br />providing service to wheelchair-bound persons on <br />Saturday as long as notification could be given by Friday. <br /> <br /> Mr. Tom Vandever, Director of the Independence Resource <br />Center, stated that he would favor implementing the <br /> <br /> <br />
