172 <br /> <br /> WHEREAS, since 1974 the Community Development Block <br />Grant (CDBG) program has been one of the most creative and <br />flexible tools that cities in the United States have had to <br />improve low and moderate income neighborhoods, create jobs <br />and foster economic growth; and <br /> <br /> WHEREAS, in Charlotteville CDBG funds have in the pat <br />been used to pay for badly needed neighborhood street, <br />sidewalk and drainage improvements, to rehabilitate <br />significant portions of the City's housing stock, to make <br />the community more accessible to the handicapped, and to <br />provide vitally needed assistance to a wide variety of <br />innovative human service programs benefiting low and <br />moderate income citizens of the community; and <br /> <br /> WHEREAS, the funding for the CDBG program has already <br />been subjected to substantial reductions, and further <br />reductions will seriously jeopardize the ability of the City <br />of Charlottesville to continue strengthening its low and <br />moderate income neighborhood~ and <br /> <br /> WHEREAS, Charlottesville and other cities have already <br />suffered significant reductions in revenues from other <br />federal programs, including the loss of over $1,097,000.00 a <br />year in general revenue sharing funds; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that: <br /> <br /> 1. The Council earnestly and respectfully urges its <br />members of Congress, the Honorable John Warner, the <br />Honorable Paul Trible and the Honorable D. French Slaughter <br />to oppose strenuously any further attempts to reduce funding <br />for the Community Development Block Grant program. <br /> <br /> 2. The Council cordially invites Senators Warner and <br />Trible and Congressman Slaughter to visit Charlottesville <br />during the Congress' Easter recess, or at any other time <br />convenient to them, to see firsthand the significant <br />benefits that citizens of this community have drived from 13 <br />years of CDBG funding. <br /> <br />ORDINANCE: CLOSING AN ALLEY OFF HARRIS STREET (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE CLOSING, VACATING <br />AND DISCONTINUING AN ALLEY OFF HARRIS STREET" which was <br />offered at the March 16th meeting was approved by the <br />following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, <br />Dr. Hall, Mr. Towe. <br /> <br />ORDINANCE: CLOSING SAXTON STREET (2nd reading) <br /> <br /> Mr. Hendrix stated that the City's Traffic Engineer had <br />approved the site plan which included rounding the corner of <br />South and Water Streets and noted that a pedestrian <br />easement was included in the project. <br /> <br /> Mr. Craig Redinger, developer of the Vinegar Hill South <br />project, who had requested that Saxton Street be closed, <br />stated that he had spoken with property owners on South <br />Street and they felt that the proposal would solve their <br />concerns. <br /> <br /> The ordinance entitled "AN ORDINANCE CLOSING, VACATING <br />AND DISCONTINUING SAXTON STREET" which had been offered at <br />the March 16th meeting was approved by the following vote. <br />Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. <br />Towe.
