174 <br /> <br />PURPOSE OF PROVIDING FUNDS TO PAY THE COST OF PUBLIC <br />IMPROVEMENT PROJECTS OF AND FOR THE CITY; FIXING THE FORM, <br />DENOMINATION AND CERTAIN OTHER FEATURES OF SUCH BONDS; <br />PRESCRIBING THE FORM OF A NOTICE OF SALE FOR SUCH BONDS; <br />PROVIDING FOR THE SALE OF SUCH BONDS; AND AUTHORIZING AND <br />PROVIDING WITH RESPECT TO THE ISSUANCE AND SALE OF A LIKE <br />PRINCIPAL AMOUNT OF GENERAL OBLIGATION BOND ANTICIPATION <br />NOTES IN ANTICIPATION OF THE ISSUANCE AND SALE OF SUCH <br />BONDS" was.offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br /> Ms. Sarah Smith questioned whether the expressway <br />proposed for Route 29 North included any provisions for <br />landscaping. <br /> <br /> Mr. Buck stated that the only action taken on the <br />expressway idea at this point is that a consultant hired by <br />the Piedmont Environmental Council has stated that the idea <br />is feasible, but additional study has yet to be done by the <br />State and that Council has not considered or made a decision <br />on the matter at .this time. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Towe wished Kathy Brunett, Daily Progress reporter <br />good luck as she was leaving her position and moving from <br />the area. <br /> <br /> On motion by Mr. Barnes, seconded by Mr. Towe, Council <br /> unanimously voted to meet in executive session to discuss <br /> personnel matters, disposition of property, and legal <br /> matters as exempted by Section 2,1-344(a)(1), (2), and (6) <br /> of the Virginia Freedom of Information Act. <br />meetlng was adjourned. <br /> <br /> ~re s i ae nt-----~-~ C~9~k <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />April 8, 1987 AT 12:00 noon IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - April 8, 1987 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />SCHOOL BUS SAFETY COMMITTEE <br /> <br /> Mr. Ralph Law, Chairman of the School Bus Safety <br />Committee, reviewed the findings of the School Bus Safety <br />Committee and made the following recommendations: teach bus <br />safety in the beginning of the school year to all students, <br />not just those regularly riding the buses, continue driver <br />training courses, use a seating chart for the buses to <br />encourage the drivers to become familiar with the children, <br />increase the consistency of the manner in which discipline <br />problems on the buses are handled, consider the possibility <br />of placing monitors on the buses, and stress the <br />responsibility of the parents and encourage them to monitor <br />school bus stops. Mr. Law also recommended that bus drivers <br />be recognized for their good driving. <br /> <br /> <br />
