186 <br /> <br /> WHERAS, under the leadership of Laura Mulligan Thomas, <br />the number of advanced orchestra students has increased from <br />eight in 1982 to 23 this year; and <br /> <br /> WHEREAS, the Orchestra received three superior ratings <br />in the District Band and Orchestra Festival; and <br /> <br /> WHEREAS, fifteen students were selected to perform in <br />the Senior Regionals~ and <br /> <br /> WHEREAS, nine students participated in the All-State <br />Orchestra; and <br /> <br /> WHEREAS, the charlottesville High School OrcheStra will <br />be presented the 1987 Outstanding Orchestra Program Award on <br />May 25th, an award given to only one high school in the <br />State by the Virginia Chapter of American String Teacher's <br />Association~ <br /> <br /> NOW, THEREFORE, we, the City Council of the City of <br /> Charlottesville, Virginia, would like to congratulate the <br /> Charlottesville High School Orchestra on their achievements <br /> and wish them continUed success in the years to come. <br /> <br />PRESENTATION: JAYCEES - ANNUAL CIRCUS <br /> <br /> Mr. Greg Gordon, President of the Charlottesville- <br />Albemarle Jaycees requested that Council waive the license <br />and fees for the circus sponsored by the Jaycees on May 5 <br />and 6. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, Council <br />unanimously waived the license and fees for the Jaycee's <br />circus and proclaimed May 5 and 6 Circus Days in <br />Charlottesville. <br /> <br />REQUEST: REGION TEN COMMUNITY SERVICES BOARD - SUPPORTING STATE <br />BIENNIUM BUDGET REQUEST <br /> <br /> Ms. Susan Garrett, Chairman of the Coalition for <br />Mentally Disabled Citizens of Virginia, requested that <br />Council authOrize the Mayor to write a letter to the <br />Governor in support of increased funding for services to <br />mentally disabled citizens to be included in the biennium <br />budget request. <br /> <br /> Mr. James Peterson, Executive Director of Region Ten <br />Community Services Board, stated that an additional $78 <br />million was being requested in State funding in the next <br />biennium budget. <br /> <br /> Mr. Buck stated that he was concerned about supporting <br />increased funding for one area of the State budget without <br />taking into account other areas suCh as education. <br /> <br /> Mr. Barnes noted that the draft letter appeared to <br />address Mr. Buck's concerns and did not mention a dollar <br />amount. <br /> <br /> On motion by Mrs. Gleason, seconded bY Dr. Hall, <br />Council unanimously authorized the Mayor to send a letter <br />supporting increased funding for services to mentally <br />disabled citizens in the State's biennium budget. <br /> <br />REQUEST: DESIGNATING CHILDREN'S FESTIVAL AS sPECIAL EVENT FOR <br />SUSPENSION OF VENDING REGULATIONS ON DOWNTOWN MALL <br /> <br /> Mr. Tom Fitch, Director of Downtown Charlottesville, <br />Inc., requested that Council designate the Children's <br />Festival as an annual special event for suspensiOn of <br />vending regulations on the Downtown mall. Mr. Fitch noted <br />that the Children's Festival had previously been held during <br />the Dogwood Festival and therefore had not required separate <br /> <br /> <br />
