Noes: None. <br /> <br />ORDINANCE: UTILITY RATES <br /> <br /> The Utility Rate ordinance was deferred to the next <br />meeting. <br /> <br />PUBLIC <br /> <br /> Captain Jim Allison from the Salvation Army, stated <br />that the Salvation Army operates the only general shelter <br />for the homeless in the City and they were interested in <br />applying for funds from the Virginia Shelter Grant Program <br />in the amount of $8,000 to make improvements to their <br />existing shelter. <br /> <br /> Mr. Huja stated that the Salvation Army would be in <br />competition for the same funds as the Shelter for Help in <br />Emergency and stated that the Salvation Army may not be <br />eligible for the grant because it is a religious <br />organization. <br /> <br /> Captain Allison noted that the guidelines for <br />application for the grant state that anyone applying for the <br />grant cannot force anyone to attend religious services, and <br />the Salvation Army does not force attendance. Captain <br />Allison stated that the Salvation Army would seek to find <br />the necessary matching funds for the grant. <br /> <br /> Mr. Towe stated that he would be in favor of approving <br />the Salvation Army's application should they be able to <br />provide the matching funds and if they were found to be <br />eligible. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, Council <br />unanimously approved a resolution approving a Virginia <br />Shelter Grant application for the Salvation Army, subject to <br />their being eligible for the grant and subject to their <br />providing the necessary matching funds. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Hendrix stated that the City has received a <br />proposal to purchase property on Preston Avenue and for <br />which an option has been secured until June 15th. <br /> <br /> Dr. Hall raised questions concerning the proposed sale <br />of the property and the matter was deferred until the May <br />4th meeting. <br /> <br /> Mr. Hendrix notified Council that the Public Service <br />Division of Public Works had offered assistance to <br />Scottsville due to the recent flooding, but the help had not <br />been needed, and the Mayor of Scottsville had thanked the <br />City for their offer of assistance. <br /> <br /> It was decided that the Housing Authority would meet on <br />April 27th in the Basement Conference Room of City Hall. <br /> <br /> It was noted that a work session was necessary <br />regarding the proposed building for Social Services and it <br />was decided that it would be held in Junewith the Planning <br />Commission and that the issue of parking downtown would also <br />be discussed. <br /> <br /> Mr. Towe raised the issue of a pedestrian easement <br />across the Vinegar Hill South project. <br /> <br /> Mr. Towe commended the Parks and Recreation Department <br />for the condition of the Pen Park Golf Course during the <br />Dogwood Festival Golf Tournament° <br /> <br /> <br />
