234 <br /> <br />existing station, which could be detrimental to many City <br />water customers, and a new storage reservoir. .Ms. Mueller <br />stated that the proposed 500,000 gallon reservoir and <br />additional mains would improve .the fire service in this area <br />at an estimated cost of $309,280. Ms. Mueller stated that <br />one-third of the water customers in this area are within the <br />City and recommended that the CitY make a one-time <br />contribution of $75,000 to the Albemarle County Service <br />Authority for these improvements. Ms. Mueller stated that <br />funds are available for this purpose in the Public Works/ <br />Water Division Capital budget. Ms. Mueller stated that once <br />improvements are made, the pump.station would be turned over <br />to the Rivanna Water and Sewer Authority to operate. <br /> <br /> Mr. Barnes questioned whether proposed deVelopment in <br />the Fontaine Avenue area would impact this pump station. <br /> <br /> Ms. Mueller replied that Fontaine Avenue is not in the <br />Alderman Road pressure zone. <br /> <br /> Responding to a question from Mr. Towe concerning the <br />proposed location of the storage tank, Ms. Mueller stated <br />that the tank was proposed to be on Lewis Mountain Road, but <br />added that the City would participate in the design of the <br />tank.. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />Council unanimously authorized the agreement with the <br />Albemarle County Service Authority as outlined by Ms. <br />Mueller. ~ <br /> <br />RESOLUTION: AUTHORIZING $2,235,000 IN INDUSTRIAL DEVELOPMENT <br />BONDS FOR RIVANNA PARTNERS, L.P FOR RENOVATION AND CONSTRUCTION <br />AT 700 HARRIS STREET <br /> <br /> Mr. O'Connell stated that the .Industrial Development <br />Authority had approved the bonds and recommended that <br />Council authorize their issuance, <br /> <br /> Mr. Blake Hurt, developer of the proposed project, <br />Stated that the building would be renOvated and 40,000 <br />square feet of factory space would be added in phases for a <br />total of 80,000 square feet. Two-thirds of the building is <br />proposed for light assembly/manufacturing and the remaining <br />one-third for retail space. <br /> <br /> Mrs. Gleason questioned whether the building is an <br />histOric landmark. <br /> <br /> Mr. Hurt stated that.the building does qualify for <br />historic tax credits. <br /> <br /> Mr. Huja stated that the building is not presently an <br />historic landmark. <br /> <br /> Mr. O'COnnell stated that a State pOol exists fOr all <br />industrial development bonds, bUt that it was probable that <br />this project would be approved. <br /> <br /> Mr. Barnes questioned whether there were any other <br />partners in the project, fOr conflict of interest purposes. <br /> <br /> Mr. Hurt responded that there are no other local people <br />involved in the project. Mr. Hurt stated that completion of <br />the project was expected within five years and approximately <br />80 new employees would be added. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />resolution authorizing $2,235,000 in industrial development <br />bonds for Rivanna Partners, L. ~P. for renovation and <br />construction at 700 Harris Street was unanimously approved <br />by Council. <br /> <br /> <br />
