244 <br /> <br />clarified and brought back to Council at the next meeting. <br /> <br />STAFF REPORT: SNOW OPERATIONS <br /> <br /> Ms. Judith Mueller, Director of Public Works, listed <br />the following recommendations: 1) Do not hire private <br />contractors to assist with snow and ice control. Be <br />prepared to contact contractors during a major storm if <br />necessary; 2) Purchase and install permanent mobile radios <br />in all vehicles involved in snow and ice control; 3) Do not <br />provide additional trucks and plows or hire temporary <br />personnel to supplement existing resources; 4) Purchase four <br />additional salt spreaders to be placed on existing trucks <br />and construct a covered storage area; 5) Do not start a <br />calcium chloride program but ocntinue to evaluate <br />technological developments; 6) Modify the existing snow and <br />ice control priorities to give higher priority to the <br />plowing of secondary streets; 7) Construct a covered <br />materials storage facility for salt and sand storage; and <br />8) Do not implement a Snow Emergency Parking Ban. <br /> <br /> Mr. Towe questioned whether citizens had been involved <br />in making the recommendations. <br /> <br /> Ms. Mueller replied that the recommendations had been <br />made by staff but letters and comments received from <br />citizens had been available during the process. <br /> <br /> Mr. Towe stated that he felt the public should be given <br />an opportunity to comment on the recommendations. <br /> <br /> Ms. Mueller stated that it was her understanding that <br />a public hearing was tentatively scheduled for August. <br /> <br /> Mr. Barnes requested that the recommendations be shared <br />with Charlottesville Messenger Service and Yellow Cab prior <br />to the public hearing. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />recommendations given by Ms. Mueller were unanimously <br />accepted by Council. <br /> <br />APPROPRIATION: ~570,000 - FY 87-88 CDBG ENTITLEMENT (2nd reading) <br /> <br /> The $570,000 appropriation for FY 87-88 Community <br />Development Block Grant Entitlement which was offered at the <br />July 6th meeting was approved by the following vote. Ayes: <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. <br />Noes: None. <br /> <br /> WHEREAS, the City of Charlotteville has been advised of <br />the approval by the U. S. Department of Housing and Urban <br />Development of a Community Development Block Grant for the <br />1987-88 fiscal year in the total amount of $570,000; and <br /> <br /> WHEREAS, the City Council has received recommendations <br />for the expenditure of funds from the Community Development <br />Block Grant (CDBG) Task Force, the City Planning Commission <br />and the Social Development Commission; and has conducted a <br />public hearing thereon as provided by law; now, therefore <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sums hereinafter set <br />forth are hereby appropriated from funds received from the <br />aforesaid grant to the following individual expenditure <br />accounts in the Community Development Block Grant Fund for <br />the respective purposes set forth; provided, however, that <br />the City Manager is hereby authorized to transfer funds <br />between and among such individual accounts as circumstances <br />may require, to the extent permitted by applicable Federal <br />grant regulations. <br /> <br />Account <br /> <br /> <br />
