252 <br /> <br /> On motion by Mr. Towe, seconded by Dr. Hall, Council <br /> unanimously voted to meet in executive session to discuss <br /> acquisition of property as exempted by Section 2.1-344(a) <br /> (2)_ of the Virginia Freedom of Information Act. <br />meeting was adjourned. ~~4~_~ ~ <br /> <br /> President C~k: ' <br /> <br />COUNCIL CHAMBER - August 3, 1987 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Mr. Towe. Absent: Dr. Hall <br /> <br />MINUTES <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />minutes of July 20th were unanimously approved as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Tom Fitch, Executive Director of Downtown <br />Charlottesville, Inc., stated that DCI was in favor of the <br />Municipal Band remaining on the downtown mall. <br /> <br />PUBLIC HEARING: ENHANCED 911 AND RELATED TELEPHONE SURTAX <br /> <br /> Mr. Michael Carroll, Director Of 911, stated that the <br />proposed surtax on Centel would fund Enhanced '911 which would <br />provide the telephone number and address of all callers to <br />911. Mr. Carroll requested that Council authorize Centel to <br />collect $0.50 per month from telephone customers from October <br />1st until July 1st, at which time the tax would be analyzed. <br />Mr. Carroll stated that Albemarle County is considering the <br />matter and recommended that the surtax for City customers not <br />be charged until approved for Albemarle County. <br /> <br /> Responding to a question from Mr. Towe, Mr. Carroll <br />stated that most other comparable communities have plans for <br />or have Enhanced 911 in place. <br /> <br />As there were no speakers the public hearing was closed. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, Council <br />unanimously approved a resolution authorizing the $0.50 <br />surtax, to be imposed following Albemarle County approval, <br />and the steps necessary to implement Enhanced 911. <br /> <br />PUBLIC HEARING: SNOW REMOVAL OPERATIONS <br /> <br /> Ms. Judith Mueller, Director of Public Works, reviewed <br />the recommendations concerning snow removal operations and <br />requested that Council give policy direction to staff. <br /> <br /> Mr. Robert Colley of Charlottesville Messenger Service, <br />stated that he had problems with the snow removal report and <br />the process involved in developing the report which did not <br />include citizen representatives. Mr. Colley stated that he <br />felt a cost analysis of the cost of the snow storms to the <br />City at large should have been conducted. Mr. Colley stated <br />that he felt the City should contract with private <br />contractors for snow removal in extreme conditions and should <br />use steel-tipped blades and should use calcium chloride in <br />place of, or in addition to salt. Mr. Colley questioned the <br />advisability of giving priority to major school bus routes. <br /> <br /> <br />
