260 <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />August 5, 1987 AT 12:00 noon IN THE Charlottesville High <br />School, Room ES-14 <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> Luncheon meeting with School Board <br /> <br /> Discussion of financing of middle school pairing <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (siqned) <br /> <br />CHARLOTTESVILLE HIGH SCHOOL - August 5, 1987 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Mr. Towe. Absent: Dr. Hall. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />reorganization of the middle schools to accommodate the <br />pairing concept is estimated to cost a total of $1,339,097, <br />$1,259,720 to accomplish the physical changes at Buford and <br />Walker Middle Schools between now and 1991-92 and $79,377 to <br />purchase two new busess and to provide the salaries of two <br />additional bus drivers. Mr. O'Connell stated that the total <br />amount does not reflect any operational costs. Mr. <br />O'Connell stated that it was proposed that the <br />reorganization be funded from the following sources: <br />$725,000 in deferred school capital projects; $180,000 in <br />unexpended FY 86-87 school funds; and $434,097 of unexpended <br />General Funds. <br /> <br /> Mr. Towe stated that he was concerned With once again <br />deferring lighting the baseball fields which could have a <br />negative impact on the program. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of City Schools, <br />stated that the Schools had had to prioritize their capital <br />projects and it was felt that since Charlottesville High <br />School had joined the Valley League, there would be shorter <br />travel time and therefore less need for lights. <br /> <br /> Dr. Cibbarelli stated that the curriculum at the middle <br />schools would remain the same except that related arts <br />classes would not be offered in the 6th grade. Dr. <br />Cibbarelli stated that 13 teachers would be moved from <br />elementary school to the middle schools, but new staff would <br />be kept at a minimum. Dr. Cibbarel!i stated that committees <br />will be appointed to look into the actual programming of the <br />middle schools. Dr. Cibbarelli stated that a timetable will <br />be set and final report send to the School Board by the end <br />of January. <br /> <br /> Mr. Barnes questioned what portion of the projected <br />expenses would have been necessary without the <br />reorganization. <br /> <br /> Dr. Cibbarelli stated that it was projected that 14 new <br />classrooms would be needed by 1991-92 and that Walker would <br />have to become handicapped accessible regardless of the <br />reorganization. <br /> <br /> Mr. Barnes stated that he had heard concern expressed <br />that there might be a negative impact on 5th graders <br />entering the middle schools and questioned what steps would <br />be taken to address this concern. <br /> <br /> Dr. Cibbarelli stated that this concern would be <br />addressed by the committee, that the 5th graders will most <br />likely be kept in smaller groups, and that guidance services <br /> <br /> <br />
