264 <br /> <br /> Ms. Sheila Haughey, Assistant City Attorney, stated <br />that the General Assembly had passed a new Conflict of <br />Interest Law with the following major changes: 1) <br />Transactional Disclosure requirement which allows a member <br />of City Council to vote on a matter if they have a possible <br />conflict but feel they can be objective. Information <br />concerning the potential conflict must be put in writing and <br />kept on file. 2) Increased financial disclosures regarding <br />debts, securities, gifts and travel. Presently these <br />requirements apply only to City Council but Council can <br />require additional staff and board members to comply with <br />the requirements. Records must be kept retroactively to <br />January of 1987. <br /> <br />DRAINAGE PROJECTS <br /> <br /> Mr. Hendrix stated that all major drainage projects are <br />either under construction or are about to begin. Mr. <br />Hendrix stated that staff needs direction from Council <br />concerning the medium and low priority projects and their <br />proposed funding formula (75% City funding, 25% private <br />funding for medium priority and 50% City, 50% private <br />funding for low priority). <br /> <br /> Ms. Mueller stated that she hoped that the funding <br />recommended for the medium and low priority projects would <br />be a vehicle for improving those projects about which the <br />City frequently receives complaints. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the property on Morton Drive is about to be sold <br />and the parties involved have questioned whether the City is <br />going to make drainage improvements to the property. <br /> <br /> It was noted that the Morton Drive property was <br />originally on the high priority list but was removed because <br />it was felt that the property owners should contribute <br />financially to the project. <br /> <br /> Ms. Mueller stated that a new drainage problem had <br />occurred on Rickey Road for which the City may be <br />responsible. <br /> <br /> It WaS recommended that a public hearing be held <br />concerning the recommended projects and proposed method of <br />shared funding. <br /> <br />CAPITAL IMPROVEMENT PROJECTS <br /> <br /> A status report was presented to Council concerning <br />capital improvement projects either recently completed, <br />under construction, or soon to be begun. <br /> <br /> Ms. Mueller stated that the Landfill has a usable life <br />of an additional 10 to 15 years and City and County staffs <br />are beginning to study alternatives for the future. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br /> Council unanimously voted to meet in executive session to <br /> discuss personnel matters as exempted by Section 2.1-344 <br /> (a)(1) of the Virginia Freedom of Information Act. <br /> etlng was adjourned. ~%~ ~ <br /> President C~rk ' <br /> <br /> <br />
