265 COUNCIL CHAMBER- August 17, 1987 Council met in regular session on this date with the following members present: Mr, Barnes, Mr. Buck, Mrs.' Gleason, Dr. Hall, Mr. Towe. MINUTES On motion by Mr. Barnes, seconded by Mrs. Gleason, the minutes of August 3rd were approved as corrected, with Dr. Hall abstaining. On motion by Mrs. Gleason, the minutes of the noon meeting on August 5th were approved as presented, with Dr. Hall abstaining. On motion by Dr. Hall, seconded by Mrs. Gleason, the minutes of the 4:00 p.m. meeting on August 5th were approved as presented, with Mr. Barnes abstaining. PUBLIC Ms. Felicia Rogan, President of the Jeffersonian Wine Grape Growers Society, requested Council's approval of a resolution in support of Charlottesville regaining the title as the "Wine Capital of Virginia.,, Mr. Buck stated that he would abstain from the matter due to the fact that he represents a wine company and is in the process of acquiring stOck. On motion by Mrs. Gleason, seconded by Mr. Barnes, the resolution in support of Charlottesville regaining the title as "Wine Capital of Virginia', was approved by Council, with Mr. Buck abstaining. Mr. John Holloway of Earlysville, stated that he had been harassed by City Police in McIntire Park and told to leave the park at 10:15 p.m. even though the park does not close until 12:00 midnight. Ms. Joyce Holloway stated that there was no drinking or · disorderly conduct taking place in the park when the group in the park had been told by the Police to leave. Captain Gene Rhodenizer of the City Police Department, stated that in the past the Police have received complaints about crowds in the parks and that the Police have taken a proactive stance in dealing with them by asking them to leave when there is no organized event taking place in the park. Mr. Buck stated that there have been problems with groups creating problems in the parks and that the intention had been to keep them open until midnight to accommodate softball games and other organized sports activities. Mr. Wiley stated that the signs and ordinance may need to be changed to clarify the closing times of the parks Mr. Buck nOted that the City has the right to limit use of the parks. Mr. Buck requested staff to look into the matter and report back to Council. APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Mrs. Gleason, Mr. Bruce Williamson was unanimously appointed to a two-year term on the Community Corrections Resources Board. This term is effective immediately and will expire on December 31, 1988. On motion by Mr. Towe, Mr. Gilbert Kenneth Brown was unanimously appointed to a four-year term on the Highway
