265 <br /> <br />COUNCIL CHAMBER- August 17, 1987 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr, Barnes, Mr. Buck, Mrs.' <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />minutes of August 3rd were approved as corrected, with Dr. <br />Hall abstaining. <br /> <br /> On motion by Mrs. Gleason, the minutes of the noon <br />meeting on August 5th were approved as presented, with Dr. <br />Hall abstaining. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />minutes of the 4:00 p.m. meeting on August 5th were approved <br />as presented, with Mr. Barnes abstaining. <br /> <br />PUBLIC <br /> <br /> Ms. Felicia Rogan, President of the Jeffersonian Wine <br />Grape Growers Society, requested Council's approval of a <br />resolution in support of Charlottesville regaining the title <br />as the "Wine Capital of Virginia.,, <br /> <br /> Mr. Buck stated that he would abstain from the matter <br />due to the fact that he represents a wine company and is in <br />the process of acquiring stOck. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />resolution in support of Charlottesville regaining the title <br />as "Wine Capital of Virginia', was approved by Council, with <br />Mr. Buck abstaining. <br /> <br /> Mr. John Holloway of Earlysville, stated that he had <br />been harassed by City Police in McIntire Park and told to <br />leave the park at 10:15 p.m. even though the park does not <br />close until 12:00 midnight. <br /> <br /> Ms. Joyce Holloway stated that there was no drinking or <br />· disorderly conduct taking place in the park when the group <br /> in the park had been told by the Police to leave. <br /> <br /> Captain Gene Rhodenizer of the City Police Department, <br />stated that in the past the Police have received complaints <br />about crowds in the parks and that the Police have taken a <br />proactive stance in dealing with them by asking them to <br />leave when there is no organized event taking place in the <br />park. <br /> <br /> Mr. Buck stated that there have been problems with <br />groups creating problems in the parks and that the intention <br />had been to keep them open until midnight to accommodate <br />softball games and other organized sports activities. <br /> <br /> Mr. Wiley stated that the signs and ordinance may need <br />to be changed to clarify the closing times of the parks <br /> <br /> Mr. Buck nOted that the City has the right to limit use <br />of the parks. Mr. Buck requested staff to look into the <br />matter and report back to Council. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mrs. Gleason, Mr. Bruce Williamson was <br />unanimously appointed to a two-year term on the Community <br />Corrections Resources Board. This term is effective <br />immediately and will expire on December 31, 1988. <br /> <br /> On motion by Mr. Towe, Mr. Gilbert Kenneth Brown was <br />unanimously appointed to a four-year term on the Highway <br /> <br /> <br />
