268 <br /> <br />scheduling of the resurfacing of the track had changed since <br />it had been approved in the Five-Year Capital Improvement <br />Plan by Council and was scheduled to be resurfaced in FY <br />88-89. <br /> <br /> Mr. Buck stated that he felt resurfacing the track <br />should be considered as a separate issue from the <br />appropriations for the middle'school reorganization, but <br />indicated his support for repairing it as soon as possible <br />if it is in bad condition. <br /> <br /> Mr. Towe stated his concern that facilities at <br />Charlottesville High School have not been made comparable <br />with those at Lane High School, noting that the baseball <br />fields are still not lighted which he felt hinders the <br />program. <br /> <br /> Mr. Pezzoli stated that the School Board had consulted <br />with the athletic staff at CHS who had agreed that <br />given the other priorities, lighting of the baseball fields <br />could be deferred without detriment to the program. <br /> <br />Mr. Towe asked the School Board to reconsider <br />resurfacing the track and lighting the baseball fields. <br /> <br /> Mr. Pezzoli stated that the School Board could <br />reconsider the matter, but could not guarantee that <br />priorities could be changed. <br /> <br /> Mr. Buck stated that he felt the facilities at <br />Charlottesville High School were far superior to those at <br />Lane, especially since $2 million had been appropriated <br />for new facilities in the past few years. Mr. Buck noted <br />that lighting had not been high on the priority list at that <br />time. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />$64,400 appropriation for school bus purchase was offered <br />and carried over to the next meeting for consideration. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />$1,259,720 appropriation for the Middle School Capital <br />Improvements was offered and carried over to the next <br />meeting for consideration. <br /> <br /> Mr. Pezzoli thanked Council for their support, patience <br />and respect for the School Board's decision to reorganize <br />the middle schools. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, Council <br />unanimously supported moving the repairs at the CHS track to <br />the current capital budget and requested that staff look <br />into the steps necessary. <br /> <br />APPROPRIATION: $27,000 - ENHANCED EMPLOYMENT SERVICES <br /> <br /> Mr. O'Connell stated that the funds for the Enhanced <br />Employment Services were from a Federal grant. <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated that <br />the demonstration program operated with the grant funds <br />would attempt to provide people with the oportunity to <br />become self-sufficient and would be a cooperative effort <br />between the Charlottesville Department of Social Services, <br />the Housing Authority, and the Piedmont Training Program. <br />Mr. Chapman stated that twenty clients would be served and <br />given support in the areas of housing, emergency funds for <br />utility deposits, counseling, employment, and day care. <br /> <br /> Mr. Towe questioned whether new employees would be <br />hired for the program and Mr. Chapman replied that the <br />Department of Social Services would hire the necessary <br />personnel. <br /> <br /> <br />
