271 <br /> <br />retirement pay of each presently retired employee effective <br />July 1, 1987; and <br /> <br /> WHEREAS, the Retirement Plan Commission reports to <br />Council that the Retirement Fund contains sufficient funds <br />to pay such supplement; and <br /> <br /> WHEREAS, City Council and the Retirement Plan <br />Commission agree tha the City's contribution to the <br />Retirement Fund will be adjusted as a result of the next <br />biennial valuation so as to account for. the ongoing payment <br />of such supplement; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Charlottesvil!e, Virginia that the Retirement Plan <br />Commission is ~authorized and directed to provide for the <br />payment from the Retirement Fund of a post retirement <br />supplement of 1.75% of the current retirement pay of each <br />presently retired employee effective July 1, 1987. <br /> <br />RESOLUTION: <br /> <br />BYPASS <br /> <br />GRANTING SPECIAL PERMIT FOR COVENANT SCHOOL - 250 <br /> <br /> Mr. Ron Higgins, Planner in the Department of Community <br />Development, reviewed the recent history of the Covenant <br />School and stated that the Planning Commission recommended <br />approval of the special permit for the following reasons: <br />!) It will not have a significant adverse impact on the <br />surrounding neighborhood if the appropriate improvements are <br />made~ 2) The proposal allows for a single use of the entire <br />complex which provides for better control and coordination <br />with the new owner. This approval was conditioned upon the <br />following: 1) The total number of students be limited to <br />300; 2) The site plan be revised and approved <br />administratively; 3) A grading and soil erosion/sediment <br />control plan and/or measures will have to be submitted for <br />review and approval prior to final site plan approval; 4) <br />The site plan improvement be completed by November 15, 1987; <br />5) No interscholastic athletic activities take place out of <br />doors on the site~ 6) No formal day care or after school <br />care programtake place on the site without an amend to the <br />special permit; 7) That no evening programs be permitted to <br />use the facility other than PTO meetings; and 8) The access <br />system be a one-way entrance and one-way exit only and be <br />paved with a hard surface. <br /> <br /> Mr. Buck stated that he felt evening use should not be <br />restricted to PTO meetings and should allow social events <br />and basketball games, etc. <br /> <br />Mr. Wiley questioned whether it was reasonable to <br />require that the Covenant School complete the site plan <br />improvements by November 15, 1987. <br /> <br /> Mr. Stephen Yowell, Headmaster for Covenant School, <br />stated that the school would make a good faith effort to <br />make the improvements by November 15th. <br /> <br /> Mr. Wiley recommended that the time limit be deleted <br />from the special permit and be requested separately that the <br />improvements be completed by November 15th. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, the <br />resolution granting a special permit to Covenant School was <br />unanimously approved as recommended by the Planning <br />Commission, with condition ~5 deleted. <br /> WHEREAS, the Covenant School has requested a further <br />amendment to its special use permit originally granted May <br />20, 1985 and extended and amended November 3, 1986 and May <br />4, 1987 to allow expansion of its school operations into the <br />entire McIntire School building and site on the U.S. Route <br />250 Bypass at Birdwood Road; and <br /> <br /> <br />
