NOTICE OF SPECiAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, December 22, <br />!99.7 at 8:00 a.m. FN Ti-!~ Second Floor Conference Room. <br /> <br />PROPOSED AGENDA iS AS FOLLOWS: <br /> <br />Executive session as provided by Section 2. i-344(A) of the Virgima Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - December 22, 1997 <br /> <br /> Council met in special session on this date with the th!lowing members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> On motion by _Mr. Toscano, seconded by Ms. Daugherty, Council unanimously voted <br />to meet in executive session fbr the purpose of consultation with legal counsel and briefings <br />by staff members, consultants or attorneys, pertaining to probable litigation, or other speCific <br />legal matters requiring the provision of legal advice by counsel, as authorized by Section <br />2. !-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can <br />reasonably be identified as fbiiows: changes in the fbrm oflocai government structure, and <br />related alternatives. An executive session on this subject is also authorized by Section <br />15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />_Mr. Cox, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Vir~nia !aw were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br /> COUNCIL CHAMBER- January 5, 1998 <br /> <br /> Council met in regular session on this date with the following members present: Ms. <br />Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. Absent: Mr. Cox. <br /> <br />PUBLIC <br /> <br /> Ms. Martha Levering, 815 Orangedale Avenue, invited Councilors to attend a public <br />forum sponsored by the Federation of~eighborhood Associations, to provide information on <br />the history and present and future plans for the Meadowcreek Parkway, to be held on <br />Monday, January t2th at Buford School. <br /> <br />PUBLIC HEARING: AUTHORIZ~XTG ISTEA GRANT APPLICATION <br />RESOLUTION <br /> <br /> Mr. Satyendra Huja, Director of Community Development, explained that the City has <br />an opportunity to apply for ISTEA funds, and listed options for projects proposed by staff <br />and Councilors, all of which would require a 20% match by the City: 1) Landscaped island <br />at the intersection of Ridge/Mclntire and Preston; 2) Pedestrian and bike bridge between <br />Darden Towe Park and Pen Park; 3) Landscaping and pedestrian area development on High <br />Street and next to Long Street Bridge; and 4) Removal ofbillboards on High Street.
