138 <br /> <br />(4) That the site plan be ca~ed out as proposed with appropriate screening installed and <br /> maintained by the end of April 1998. <br />(5) That the new parking lot be surface treated to match the existing parking and access <br /> instead of hard surf'ace asphalt. <br /> <br /> Ms. Slaughter said that she feels it is appropriate to inform JABA about Council's <br />budget policy of not expanding existing programs, and that they should not assume that <br />approval of the special permit means a budget increase. <br /> <br /> Mr. Toscano encouraged JABA to future discuss combining programs with the Senior <br />Center. <br /> <br /> Ms. Daugherty said that how successful the JABA Senior Center is will make a <br />difference regarding future increased funding. <br /> <br /> II was the consensus of Council for the Mayor to send a letter to JABA informing them <br />that approval of the special permit does not means that there will be a budget increase, and <br />informing them of Council's budget policy of not funding major expansions of existing <br />programs without a long-term funding source and clear means of evaluating performance. <br /> <br />RESOLUTION: APPROVING SPECIAL PERMIT FOR 1201 WERTLAND STREET <br /> <br /> Mr. Huja explained that the special permit is being requested to allow six unrelated <br />persons to occupy the house in order to avoid significant alternations or additions to the <br />historic property which is zoned for multi-family units, tMr. Huja said that the Planning <br />Commission recommended approval of the special permit for the following reasons: 1) It is <br />in harmony with the Land Use Plan of the Comprehensive Plan; and 2) It will not have any <br />significant adverse impact on the surrounding neighborhood. <br /> <br /> Ms. Richards said that she appreciates that the owner does not want to subdivide the <br />house, but does regret that the zoning on a street of beautiful historic homes has for many <br />years been muki-family. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the special permit for 1201 <br />Wertland Street was unanimously approved by Council. <br /> <br /> WlqEREAS, Wade Apartments, owner of the property at 1201 Wertland Street has <br />requested a special use permit to allow six (6) unrelated persons to occupy the house located <br />at 1201 Wertland Street. This property is further identified as Parcel 307 on City Real <br />Property Tax Map 4, having approximately 58 feet of frontage on Wertland Street, and <br />containing approximately 17,334 square feet oftand or .40 acres; <br /> <br /> WHEREAS, following a joint public hearing before this Council and the Planning <br />Commission, duly advertised and held on December 9, 1997, this Council finds that such use <br />will conform to the criteria applicable to special permits generally under Chapter 34 of the <br />City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that a <br />special use permit is hereby approved and granted to Wade Apartments, owner o£the <br />property at 1201 Wertland Street, to allow six (6) unrelated persons to occupy the house <br />located at 1201 Werttand Street.
