142 <br /> <br /> Mr. O'Cormell recommended that School and City staff recommend a new gainsharing <br />formula for Council to consider. <br /> <br /> Mr. Toscano said that conceptually the facility maintenance fund is a good idea, though <br />he is concerned about creating different funds, and stressed the need to make clear what the <br />fund is used for and how it appears in the budget. <br /> <br /> Mr. Letteri said that the facility maintenance fund could be included in the City's <br />facilities fund, earmarked for the schools. <br /> <br /> Dr. Symons noted that the surplus from last year was used to offset the school's debt to <br />Trigon. <br /> <br /> Ms. Daugherty asked about the relationship between the City' and School facilities, and <br />Dr. Symons replied that the City has oversight of school maintenance staff and manages the <br />school facility needs. <br /> <br /> The meeting was adjourned. <br />P'resi~de~t~ ~) <br /> <br />COUNCIL CHAMBER - January 20, 1998 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />PUBLIC <br /> <br /> Mr. Brent Nelson, 2t4 South Street, asked how Council plans to settle the different <br />views regarding prohibiting COlThmercial trucks on phase 1 of the Meadowcreek Parkway, <br />asked who is the controlling body' regarding such a decision, and questioned why there is no <br />ban on trucks on Park Street. <br /> <br /> ~vlr. Kevin Cox, Fair~¥ay Avenue, expressed concern about the loss of money in the <br />Omni deal and concern that Council may enter into such agreements again, and said that he <br />feels the annual rent on the property for the Omni should be higher than $24,000. Mr. Cox <br />asked Council to direct Community Development staff to stop working on the ISTEA grant <br />for the landscaped island at Ridge,qVIclntire/Preston because he feels the intersection is okay <br />as it is and there is no need to slow down traffic there. <br /> <br /> Mr. Michael Webber referred to an article in the Daily Progress about seepage on a <br />neighboring farm from the landfill which proves the fact that chemicals have leaked offske. <br />]~vk. Webber questioned whether this could have been prevented with a pump and treat <br />method rather than experimental remediation. Mr. Webber said that such seepage shows that <br />the hydraulic barrier is not working and feels Council needs to rethink the issue of keeping <br />the landfill open. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, said that the Metropolitan Planning <br />Organization deals with items of interest to the community, but it is difficult for citizens to <br />attend meetings when they are held during the day. <br /> <br />RESOLUTION: REVERSION APPEAL <br /> <br /> Ms. Slaughter explained that as a result of the citizen initiative, Council has studied the <br />issue of reversion and has decided that negotiation with the County is preferable to reversion. <br />Ms. Slaughter said there is no final agreement with the County, and the decision to appeal the <br />judges' decision regarding the citizen petition is an effort to keep reversion alive, as she does <br />not think that there will be an agreement with the County without reversion being on the <br />table. Ms. Slaughter said that an appeal could cost the City $33,000. Ms. Slaughter said that <br />the City continues to be faced with financial concerns, and noted the potential loss of $5.8 <br /> <br /> <br />
