Mr. Gouldman said that <br />FHWA appears adamant about its position. <br /> <br /> Ms. Slaughter said that she feels that what was sign/ficant is that FHWA talked about <br />the timing of the decisions and that it was not done to get around the law~ and the <br />justification for the environment assessment was due to the reduction of the scope (number of <br />miles) of the project: Ms. Slaughter said that even if one disagrees with FHWA, they did <br />explain their decision. <br /> <br />Mr. Cox asked what happens now with the Meadowcreek Parkway. <br /> <br /> Ms. Slaughter said that the project is moving ahead with the design phase, and the <br />design committee (appointed by the MPO) will be holding a public hearing on the design. <br /> <br />OTHER BUSINESS <br /> <br /> Responding to a question from Ms. Daugherty, Mr. O'Connell said that the interviews <br />with police chief applicants will be held this week. <br /> <br /> Ms. Daugherty asked if minority police officers will be participating on the interview <br />panel, and Mr. O!Connell replied that all police employees were invited to either be on the <br />panel or just to attend the interview. <br /> <br /> Mr. Cox asked if any of those on the employee panel are minorities, and Mr, O'Connell <br />said that they are not. <br /> <br /> Mr. Cox said he hopes that the panel will be diverse with women and minorities given <br />their concerns. <br /> <br /> Mr. O'Connell said that he agrees with Mr. Cox, hut employees individually made the <br />decision about whether to attend. <br /> <br /> Mr. Cox asked Mr. O'Connell to bring Council up to date on concerns expressed by <br />minority police officers. Mr. O'Connell said that he is looking in depth at the employees' <br />concerns, and feels that they represent 20 years of concerns. Mr. O'Connell noted that pay is <br />based on performance, and added that employees will be involved in the process of <br />addressing the concerns expressed. <br /> <br /> Ms. Slaughter acknowledged the successful Read-In at Gordon Avenue Library, done <br />as part of Black History Month. <br /> <br /> Ms. Slaughter said that the Rose Hill Neighborhood Association will be recognizing <br />Ms. Lilly Mae Brown for the work she has done to improve that neighborhood. <br /> <br /> On motion by Ms. Richards, seconded by Ms. Daugherty, Council unanimously voted <br />to meet in executive session for the purpose of consultation with legal counsel and briefings <br />by staff`members, consultants or attorneys pertaining to actual or probable litigation, or other <br />specific legal matters requiting the provision of legal advice by counsel, as authorized by <br />Section 2.1-344(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Mr. Toscano, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> The meeting was adjourned. <br />President f <br /> <br /> <br />
