164 <br /> <br /> Ms. Naomi Roberts, 1140 St. Clair Avenue, noted that the salary issue brought up by <br />one speaker is under study, but is not something over which Mr. Rittenhouse has had any <br />control. <br /> <br /> Mr. O'Connell said that the search for a Police Chief was open and advertised <br />nationally, and he made an effort to meet with many peoPle in the community to discuss what <br />they wanted in a Chief. Mr. O'Connell said that the standards advertised, a combination of <br />education and experience, were recommended by the Department of Human Resources, to be <br />the same as other Manager IV classifications. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by lVlr. Toscano, seconded by Ms. Daugherty, the following consent agenda <br />items were unanimously approved by Council <br /> <br />a. APPROPRIATION: $10,000 - Traffic Safety Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $10,000.00, received from the Commonwealth of Virginia, is hereby appropriated to <br />expenditure account 11-270-041159 for the purpose of increasing the level of enforcement by <br />the Police Department in the areas of pedestrian safety, use of child safety seats, and checks <br />for drivers with suspended or revoked licenses. <br /> <br />b. APPROPRIATION: $39,039 - Domestic Violence Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $39,039.00, to be received as a grant from the Department of Criminal Justice <br />Services, is hereby appropriated to expenditure account 11-230-041153 in the Grants Fund <br />for the purpose of funding the Domestic Violence Community Ser~4ce Coordinator position <br />from January 1, 1998 through December 31, 1998. As the required match for the grant, the <br />City Conuuonwealth's Attorney Office and the Albemarle County Commonwealth's Attorney <br />Office will contribute $13,013.00 in in-kind attorney services. This appropriation is <br />conditioned upon receipt of $39,039.00 from the Virginia Department of Criminal Justice <br />Services. <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDA1NING <br /> SECTION 19-139 OF ARTICLE V OF CHAPTER 1 OF THE <br /> CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING TO <br /> HEALTH CARE COVERAGE FOR RETIREES" (2nd reading) <br /> <br />PRESENTATION: CITY MANAGER'S PROPOSED FY 98-99 BUDGET <br /> <br /> Mr. O'Connell reviewed the proposed FY 98-99 budget, which was developed based on <br />City Council's priorities. Mr. O'Connell reviewed the guidelines followed in developing the <br />budget, major revenues and expenditures, and staffing recommended. <br /> <br />PRESENTATION: SCHOOL BOARD'S PROPOSED FY 98-99 BUDGET <br /> <br />Ms. Mary Susan Payne, Chair of the School Board, said that the School budget is <br />$35,995,870, 63% coming from City funds. Ms. Payne explained that part of the iqcrease is <br />due to the School Board's desire to increaSe teacher salaries. ~ ' ' ~"':'j~' <br /> <br /> Dr. William Symons, Superintendent of Schools, said that an 8.5% increase in state <br />funds are expected. Dr. Ssa'nons reviewed the major expenditures, staffing levels, and <br />student/teacher ratios. <br /> <br />REPORT: NAMING OF BRIDGE ON WEST MAIN STREET <br /> <br /> Ms. Slaughter said she feels that the bridge on West Main Street is a beautifully <br />designed bridge and she felt it should be formally named. <br /> <br /> <br />
