168 On motion by Mr. Toscano, seconded by Ms. Daugherty, Mr. Maurice Jones was appointed to an unexpired term on the Parks Advisory Committee, with Ms. Richards absent for the vote. This term will expire on December 31, 1999. APPOINTMENT: POLICE CHIEF Mr. O'Connetl recommended the appointment of Julian W. Rittemhouse as Police Chief, and asked for Council's approval of the appointment. On motion by Ms. Richards, seconded by Ms. Daugherty, Council unanimously approved the appointment of Julian W. Rittenhouse as Police Chief. Ms. Slaughter said she will be interested in the City Manager's report and proposal in response to racial allegations about the Police Department. THE PROPOSED AGENDA IS AS FOLLOWS: Budget work session BY O~ER OF THE N~YOR BY Jeanne Cox (signed) BASEMENT CONFERENCE ROOM - March 12, 1998 Council met in special session on this date with the following members present: Mr. Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. Mr. Cox asked if it would be conceivable to return the Housing Authority's payment in lieu of taxes to them in the future if they have budget reductions, and Ms. Linda Peacock, Assistant City Manager, said she would research the issue. Responding to a question from Mr. Cox, Mr: O'Connell explained that staff are in the process of evaluating the staffing in the Department of Community Development, and noted that a Neighborhood Planner is proposed to be added to Community Development for one year, to be funded out of the capital budget. Mr. Cox said he would like to see better program measures for Community Development, especially with regard to Council's goals of neighborhood services. Mr. O'Connell said that the position of Transportation Planner is proposed to be paid out of traffic calming funds this year, but if successful, would be recommended for ongoing funding. Mr. Cox said Council may need to reconsider if enough funds are designated for traffic calming in the capital budget. Ms. Daugherty said she hopes the Transportation Planner will work on developing a comprehensive traffic calming plan. Ms. Slaughter asked for a listing of tax exempt agencies. Ms. Slaughter recommended that a comprehensive look at arts (other than education) be done outside of the budget process.
