168 <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, Mr. Maurice Jones was <br />appointed to an unexpired term on the Parks Advisory Committee, with Ms. Richards absent <br />for the vote. This term will expire on December 31, 1999. <br /> <br />APPOINTMENT: POLICE CHIEF <br /> <br /> Mr. O'Connetl recommended the appointment of Julian W. Rittemhouse as Police Chief, <br />and asked for Council's approval of the appointment. <br /> <br /> On motion by Ms. Richards, seconded by Ms. Daugherty, Council unanimously <br />approved the appointment of Julian W. Rittenhouse as Police Chief. <br /> <br /> Ms. Slaughter said she will be interested in the City Manager's report and proposal in <br />response to racial allegations about the Police Department. <br /> <br /> The meeting was adjourned: <br /> , er <br />p~?n.~'_~ ?t~~~-~ ~~ <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday, March 12, <br />1998 AT 5:00 p.m. IN THE Basement Conference Room of City Hall. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget work session <br /> <br />BY O~ER OF THE N~YOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - March 12, 1998 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> Mr. Cox asked if it would be conceivable to return the Housing Authority's payment in <br />lieu of taxes to them in the future if they have budget reductions, and Ms. Linda Peacock, <br />Assistant City Manager, said she would research the issue. <br /> <br /> Responding to a question from Mr. Cox, Mr: O'Connell explained that staff are in the <br />process of evaluating the staffing in the Department of Community Development, and noted <br />that a Neighborhood Planner is proposed to be added to Community Development for one <br />year, to be funded out of the capital budget. <br /> <br /> Mr. Cox said he would like to see better program measures for Community <br />Development, especially with regard to Council's goals of neighborhood services. <br /> <br /> Mr. O'Connell said that the position of Transportation Planner is proposed to be paid <br />out of traffic calming funds this year, but if successful, would be recommended for ongoing <br />funding. <br /> <br /> Mr. Cox said Council may need to reconsider if enough funds are designated for traffic <br />calming in the capital budget. <br /> <br /> Ms. Daugherty said she hopes the Transportation Planner will work on developing a <br />comprehensive traffic calming plan. <br /> <br />Ms. Slaughter asked for a listing of tax exempt agencies. <br /> <br /> Ms. Slaughter recommended that a comprehensive look at arts (other than education) <br />be done outside of the budget process. <br /> <br /> <br />
